Request for expression of interest for the position of IT Consultant

The Government of Ukraine received from the Bank for Reconstruction and Development a Loan "Serving People, Improving Health" # 8475-UA (hereinafter - the Loan) and intends to spend part of the Loan to pay for consulting services of Information technology consultant of "Serving People, Improving Health in Volyn oblast" sub-project..
Consulting services include provision of computation and software implementation of sub-project under the rules and procedures of the World Bank
A detailed list of services is provided in the Terms of Reference attached.
Implementing organization invites eligible individual consultants (Consultants) to express their interest in providing the aforementioned Services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform these Services.
Obligatory requirements:
• higher education (or equivalent) in IT industry;
• at least 5 years of experience in development and deployment of decentralized IT systems on the basis of local network and Web solutions;
• at least 3 years of experience as an executive manager (team leader) in IT;
• Knowledge of Ukrainian IT legislation, in particular, on CIPS;
• Fluent Ukrainian and working level of English;
• Office software skills (MS Office: Word, Excel, PowerPoint, MS Project);
Desirable:
• experience in development and implementation of distributed healthcare information systems in the HCFs of Ukraine
• experience with the projects funded by international organizations.
Interested consultants must pay attention to p. 1.9 of Selection and Employment of Consultants Guidelines under IBRD loans and IDA grants of World Bank Borrowers, approved in January 2011 (revised in July 2014) (Manual for the Procurement of Consulting Services), which defines World Bank's policy as to conflict of interest. The Consultant shall comply with the Bank's policy on corrupt practices and fraud.
The selection of candidates is carried out according to the procedure for the selection of individual consultants that is described in the Manual for the Procurement of Consulting Services.
