Government of Ukraine received from the International Bank for Reconstruction and Development loan for the project ,, Improving health in the service of the people "№ 8475-UA (hereinafter - loan) and intends to apply part of the proceeds to pay for consulting services Logistics Customs Brokerage sub-projects Poltava region.
Consulting services include logistics and customs clearance within the sub-project. A detailed list of services is provided in the Terms of Reference attached.
Implementing Agency invites eligible individual consultants (consultants) to indicate their interest to provide the aforementioned Services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform these Services.
Criteria for inclusion in the short list ,, "as follows:
Mandatory requirements:
o Higher Education Master's degree or specialist
o Practical experience in inventory control;
o computer skills (Microsoft Windows, Word, Excel, MS Project).
o presence of 3 or more years of previous experience customs broker and thorough knowledge of INCOTERMS
o Fluent Ukrainian language and basic knowledge of English;
o ability to perform tasks in the shortest possible time limits;
Desirable:
• Experience in international projects.
Interested consultants must pay attention to p. 1.9 Guidelines: Selection and Employment of Consultants under IBRD, IDA credits and grants by World Bank Borrowers, approved in January 2011 (revised in July 2014) (,, Management of procurement of consultants' ), which defines the policy of the World Bank's conflict of interest. The Consultant shall comply with the Bank's policy on corrupt practices and fraud.
The selection of candidates is carried out according to the procedures for the selection of individual consultants outlined in the Guidelines for the purchase of consultants.

World Bank Loan № 8475-UA
I. General Information on Project
Government of Ukraine received a World Bank loan to finance the project ,, Improving health in the service of the people "(hereinafter - the Project). The objectives of the project is to improve the quality of health services in selected areas, with special emphasis on primary and secondary prevention of cardiovascular disease and cancer, and improving the efficiency of the health system.
The project consists of the following parts:
Part 1. Improvement of service delivery at the local level;
Part 2. Strengthening governance of the Ministry of Health;
Part 3. Project management and monitoring and evaluation.
As part 1 of the draft Poltava region provided funding for the implementation of the investment sub-project approved by the World Bank and aimed at the prevention, early detection and treatment of cardiovascular disease and improve their systems of care, including measures focused on improving primary health -sanitarnoyi assistance; combating cardiovascular diseases at the levels of primary, secondary and tertiary care.
To ensure the effective implementation of sub-project ,, The introduction of an innovative model of service delivery to patients with hypertension in Poltava region "in the Poltava Regional State Administration creates group management sub-projects (hereinafter - HUS). As agreed during the preparation of the project and reflected in the evaluation report of the project and operational benefits of the project: ,, GUS headed by Deputy Chairman of Regional State Administration, who within the functional responsibilities entrusted to ensure policy in health care, or the head of the Department of health Regional state administration. GUS Chairman will undertake management of HUS and bear personal responsibility for the organization and execution of tasks in the project. GUS also responsible for fiduciary oversight role that belongs to the respective region, including monitoring and review process, budgeting, reporting and audit activities. To implement the project head HUS can use existing staff and / or consultants to engage (eg, specialists in financial management and procurement, technical expert and specialist in preventive measures, according to needs) that will work with the business unit for Health " .
The structural unit of RSA on Health (hereinafter - Customer) intends to engage an individual consultant (hereinafter - consultant) for the provision of logistics and customs clearance within the sub-project, in accordance with the Terms of Reference.
II. The purpose of the task
The purpose of this task is the provision of logistics and customs clearance within the sub-project.
III. scope of services
The consultant will provide advice to the customer and perform the following tasks in order logistics management and customs clearance of goods to be supplied under the project:
- Implementation of accreditation, pereakredytatsiyi DOSES as the subject of foreign economic activity in customs
- Implementation of organizational measures for receipt of goods into the customs territory of Ukraine as follows:
-perehovory and coordination of relevant documents with suppliers on customs clearance.
-ensure coordination with suppliers, end users and responsible staff doses.
- Approval of end users, recipients of goods, delivery of goods and documentary support this process;
- Monitoring of customs clearance, storage, Consolidation and Distribution Services for the Project
- To declaring and customs clearance in the order established by the legislation, regulations and documents;
- Preparation and execution of a customs PP (PD), MD-2, MD-3 CCD
- Obtaining the opinion of the department and the department tariff nomenclature;
- Registration of customs value declaration (UHF) according to the current legislation of Ukraine and submit customer review
-otrymannya permits for Plant Quarantine Service, SES, ecology and radiology service, metrology and other permits
-preparation, design and coordination of the Acts Customer reception - transmission, overhead monitoring document
-implementation control when shipping goods supplier.
- Customer provide additional advice on the requirements of the customs legislation of Ukraine to familiarize the customer with the need of these documents, to warn the customer about the laws of Ukraine prohibitions or restrictions;
- Other tasks HUS Coordinator within the project
IV. Time and place of work
The consultant will provide services for the contract date to September 30, 2020 or such other period as the parties will be resolved at the conclusion of the contract.
The place is the city of Poltava, Ukraine. Also, possible trip to Poltava region and Ukraine.
V. Terms assignment
Consultant within the job will submit to the heads of departments State Administration for Health.
With the consultant will sign a contract with hourly payment form (standard form of agreement of the World Bank). The consultant will work full time.
Customer Consultant will provide workplace, including equipment needed to perform the tasks (telephone, fax, computer, Internet access).
Customer Consultant will provide the information necessary to perform its tasks.
VI. Reporting requirements
Within 10 days of the end of each month to provide the Customer Consultant reports on the services provided in the form prescribed by the Customer. Monthly report should briefly describe the measures implemented, results achieved and the available material.
Reports must be prepared in a manner suitable for reading and understanding the customer.
Consultant at the request of the customer must submit a report card or any other document in accordance with the instructions of the Coordinator for counting time spent by the Consultant tasks.
