Concluding conference of the first year of the "Serving People, Improving Health" Project implementation

A conference for the participants of the joint "Serving People, Improving Health" Project of the World Bank and the Ministry of Health Care of Ukraine was held in Kyiv between 19 and 22 of September, 2016. The concluding conference, which was attended by over a hundred of participants, was the first such large-scale event held within the Project that was launched last summer.
The conference started with a welcoming speech delivered by the Deputy Health Care Minister, Mr. Pavlo Kovtoniuk, who noted the importance of successful implementation of the project for the new team of the Ministry of Health Care of Ukraine.
During the first two days of the workshop, 8 oblasts participating in the project reported on the progress in the implementation of the subprojects. Lviv oblast was presented by Bohdan Chechotka, Head of the Health Care Department of LOSA and the Coordinator of the "Preventive oncology and the implementation of effective anti-tumor technologies in the Lviv oblast" Subproject.
Since the subproject in the Lviv oblast is a unique component aimed at detecting tumors at an early stage, the report provoked a lively discussion between fellow oncologists of the Lviv oblast (I.V. Kovalchuk, headnon-staff oncologist of the Health Care Department of LOSA), Zaporizhzhya, and Poltava oblasts.
On the third day, a round table "Implementation of the health care reform: achievements and prospects" was held with attendance of the Acting Health Care Minister, Uliana Suprun, and the Program Leader for World Bank's Human Development programs in Belarus, Moldova and Ukraine, Dr. Feng Zhao.
Ms. Suprun was introduced to short presentations of all oblasts on the outcomes of the project, which have been achieved this year, as well plans and further steps towards the project implementation.
Bohdan Chechotka noted that the subproject in the Lviv oblast is currently in the stage of contract conclusion with respect to the procurement of medical equipment. "The most important thing for us in the project is to ensure total population-based screening of the female population. In particular, to achieve this, an electronic system of medical cards of the female population will be introduced, training of medical professionals will be implemented, and most importantly, the promotional campaign among the public on responsible attitude to one's health will be held,"- stated Bohdan Chechotka. The Head of the Department also briefly outlined the measures in reforming the health care sphere in the oblast, in particular with respect to the association of legal entities in emergency medical care (completion of the launch of the central dispatch office), reorganization of Phthisiatry service, dermatology and venereology services, restructuring and reorganization of district centers (including through the establishment of hospice palliative care beds with their subsequent transfer). Bohdan Romanovych referred to the Acting Health Care Minister for support in accelerating the launch of new funding mechanisms, as when launched at the state level, this process would lead to bringing the network to the actual needs.
In conclusion, Uliana Suprun stated the main theses of the round table:
- establishment of electronic registries of patients with the possibility of combining them into the national registry;
- Support of the primary network is crucial;
- Introduction of reimbursement in terms of diabetes and hypertension;
- Strengthening the component of disease prevention;
- Involvement of local financial resources within the co-financing of the project;
- Focus on the key performance indicators.
The fourth day of the conference presupposed work in five different sections: subproject management; monitoring and evaluation of the project; planning and development of e-health; procurement; introduction of the DRG system.
Following the conference, all participants agreed that open debate and discussion, as well as exchange of experience are very useful for the consultants of the Project.
