Contract Title: Reconstruction of PHC ambulatories, rural health posts to be used as PHC ambulatories, and capital repair of PHC ambulatories (phase 1): 29 sites

1. The Government of Ukraine received a loan No.8475-UA from the World Bank for funding the project Serving People, Improving Health. A part of the funding shall be allocated for making payments under the Contracts for Reconstruction and capital repair of primary-level HCFs in Rivne region (5 lots). Bidding will be conducted pursuant to the World Bank rules and procedures.

2. Department of Construction and Architecture of Rivne RSA now invites sealed bids from eligible bidders to carry out works under the following contracts to be funded using the loan funds:

Reconstruction of PHC ambulatories, rural health posts to be used as PHC ambulatories, and capital repair of PHC ambulatories (phase 1): 29 sites:

Lot 1.1 – Rokytne district (9 sites);

Lot 1.2 – Dubrovytsia district (7 sites);

Lot 1.3 –Zarichne district (4 sites);

Lot 1.4 –Volodymyrets district (4 sites);

Lot 1.5 –Volodymyrets district (5 sites).

 

Bidders may bid for one or several lots, as further defined in the Bidding Documents. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”) published in January 2011 (revised in July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information from the consultants of the Sub-project Management Unit, and inspect the Bidding Documents during office hours from 10 a.m. to 5 p.m. local time at the following address:38, 16 Lypnia Street (2nd floor),Rivneor at the Department of Construction and Architecture of Rivne RSA at the address9-А, Kavkazka Street, 1st floor, room 1, Rivne, 33013;

5. A complete set of Bidding Documents in Ukrainian may be purchased by interested eligible bidders upon submission of a written application to the Department of Construction and Architecture of Rivne RSA at the address9-А, Kavkazka Street, 1st floor, room 1, Rivne 33013 and upon payment of a nonrefundable fee of:

· for obtaining the Bidding Documents directly from the Client or mailing within Ukraine: 1,755 UAH (one thousand seven hundred fifty-five hryvnias 00 kopecks).

· for mailing the Bidding Documents outside Ukraine: 234 US dollars (two hundred thirty-four US dollars).

The method of payment will be money transfer to bank account.

All bank charges in connection to the deposit shall be charged to the Bidder. The Bidding Documents shall be delivered by mail at the specified address or handed over to Bidders’ representatives.

6. Bids must be delivered to the address specified in cl. 8 of this Invitation by 11:00 a.m. December 23, 2016. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address indicated in cl. 8 of this Invitation.

7. All bids must be accompanied by a Bid Security

Lot 1.1 (Rokytne district) 170,000 UAH (one hundred seventy thousand) hryvnias;

Lot 1.2 (Dubrovytsia district) 230,000 UAH (two hundred thirty thousand) hryvnias;

Lot 1.3 (Zarichne district) 235,000 UAH (two hundred thirty-five thousand) hryvnias;

Lot 1.4 (Volodymyrets district) 236,000 UAH (two hundred thirty-six thousand) hryvnias;

Lot 1.4 (Volodymyrets district) 240,000 UAH (two hundred forty thousand) hryvnias;

Bidders may offer a Bid Security of an equivalent amount in US dollars at the exchange rate of the NBU (www.bank.gov.ua) as of day 14 (fourteen) prior to the date of Bid opening specified in 25.1 ITB.
