Dnipropetrovsk region actively implements the stages of the World Bank’s Project

Dnipropetrovsk oblast is one of the most economically developed regions of Ukraine and it justly deserves to be called the economic engine of Ukraine.

It has high industrial potential and is characterized with high level of heavy industry development. However, unfortunately, the state of Dnipropetrovsk oblast population’s health, asin the whole Ukraine, is estimated as unsatisfactory. 

Forthe last5 year cardiovascular diseases have been top ping the overall mortality structureof the oblast (64.0%).Thus, the development of health care system remains to be the priority task for Dnipropetrovsk State Administration.

In May last year the Head of Oblast State Administration signed a subsidiary agreement between the Ministry of Health Care of Ukraine and Dnipropetrovsk Oblast State Administration on the implementation of Support to Health Care Reform in Dnipropetrovsk oblast subproject within the World Bank’s Serving People, Improving Health project.

Support to Health Care Reform in Dnipropetrovsk oblast subproject is implemented in the following key directions:

1. Provision of proper and equal physical accessibility of primary medical care.

Opening of additional 64 ambulatories: 29 ambulatories in Dnipro, 35 ambulatories in Kryvyi Rih by means of major overhauls and revamping of the available premises in order to establish family medicine ambulatories and provide them with necessary equipment.

 

2. Improvement of primary level medical care for the patients with cardiovascular diseases.

  Expanding the network of ambulatories, provision of equipment required primarily for the implementation of screening and diagnosis of cardiovascular diseases and the associated diseases.

In cooperation with the press-service of Dnipropetrovsk Oblast State Administration, the Department of Health Care has started an ongoing issue-related program at the oblast radio station (87.5 FM), which is weekly on air. The leading specialists of treatment and prevention institutions of Dnipropetrovsk oblast are going to participate in the program in order to promote healthy lifestyle.  

3. Improvement of secondary level medical care for the patients with cardiovascular diseases through introduction of emergency (urgent) care and diagnostic units at three multi-specialized treatment facilities by means of revamping of the available premises and their further provision with highly specialized medical equipment, that is: Municipal Enterprise “Dnipropetrovsk clinical association of emergency medical care” of Dnipropetrovsk oblast council” (Dnipro), Municipal Enterprise “Kryvyi Rig municipal clinical hospital No 2” of Dnipropetrovsk oblast council” (Kryvyi Rih) and Municipal Enterprise “Pavlograd municipal clinical hospital No 4” of Dnipropetrovsk oblast council” (Pavlohrad).   

Therefore, on September 27, 2016, Dnipropetrovsk region hosted a visit of members of the World Bank’s mission headed by the manager of Serving People, Improving Health project – Mr. Feng Zhao, and the MOH of Ukraine project consultants support team.

During the visit the World Bank’s representatives met with the Deputy Head of Dnipropetrovsk Oblast State Administration and the head of Dnipropetrovsk oblast subproject management unit (SMU) – Mr. Oleg Kuzhman, and the members of SMU. They discussed current state of the project in Dnipropetrovsk oblast, the issues of revamping and major overhauls of the facilities in Dnipro as well as the possibilities for closer cooperation between primary and secondary levels of health care services to the population. 

The members of the World Bank’s mission also visited Kryvyi Rih together with Kryvyi Rih’s Mayor – Mr. Vilkul, and the working team implementing the subproject in the city. They visited 3 facilities, which are to be revamped under the subproject, and took part in the ceremony of opening of a family medicine ambulatory situated at 18 P. Myrnoho Street.

The working visit was marked with favorable atmosphere. The members of the World Bank’s mission gave their positive assessment to the results of implementation of the Support to Health Care Reform in Dnipropetrovsk oblast subproject. The directions for further successful cooperation were also defined.
