Procurement of medical equipment, medical furniture and consumables for 139 active general practice of family medicine clinics

Reference No. (as per Procurement Plan): № ICB-G  6.2.1.1

 

 

1.         The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, and intends to apply part of the proceeds toward payments under the contracts for Procurement of medical equipment, medical furnitureand consumables for 139 active general practice of family medicine clinics. Bidding process will be governed by the World Bank’s rules and procedures.

2.         The Healthcare Department of Volyn Oblast State Administration now invites sealed bids from eligible bidders for the following Procurement of medical equipment, medical furniture and consumables for 139 active general practice of family medicine clinics:

 

Lot 1: ICB-G 6.2.1.1/1

1.      Portable ECG recorder  - 139 pcs;

 

Lot 2: ICB-G 6.2.1.1/2

1.      Stethoscope– 417 pcs

2.      Mechanical  sphygmomanometer – 417 pcs;

3.      Child sphygmomanometer cuff- 417 pcs

4.      Femoral sphygmomanometer cuff - 417 pcs

5.      Infant scale– 139 pcs;

6.      Adult scale – 139 pcs;

7.      Cooling medical box for biological materials transportation - 139pcs;

8.      Pulseoxymeter – 139 pcs;

9.      Nebuliser – 139 pcs;

10.  Eye chart Rott apparatus - 139 pcs;

11.  Bag-kit for therapist – 139 pcs;

 

Lot 3: ICB-G 6.2.1.1/3

1.      Floor height rod – 139 pcs;

2.      Medical couch – 556 pcs;

3.      Medicine cabinet with the safe - 139 pcs;

4.      Utility table (for instruments) – 139 pcs;

5.      Swaddling table - 139 pcs;

6.      Gynecological examination chair -  90pcs

7.      Refrigeration cabinet – 139 pcs;

 

Lot 4: ICB-G 6.2.1.1/4

1.      Rapid-response urine analyzer - 139 pcs;

2.      Reagents for rapid-response urine analyzer – 27800 pcs

3.      Biochemical rapid-response blood analyzer – 139 pcs;

4.      Reagents for biochemical rapid-response blood analyzer (glucose) - 27800pcs;

5.      Reagents for biochemical rapid-response blood analyzer (cholesterol) - 27800pcs;

6.      Reagents for biochemical rapid-response blood analyzer (triglycerides) - 27800pcs;

 

Lot 5: ICB-G 6.2.1.1/5

1.      Portable ophthalmoscope – 139 pcs;

 

 

3.      Bidders may bid for one lot, for a combination of lots or for all lots, as indicated in the Bidding Documents, for a full list of goods/services within each lot. Partial bids will not be considered and will be rejected as non-responsive. The evaluation of bids will be carried out for each lot separately.

Bidders who want to offer discounts in case of awarding them more than one contract, it is allowed to do so, provided that such discounts will be included in the Letter of Bid.

4.             Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants  dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.             Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 9:00 to 17:00 hours at the address given below(1).

6.      A complete set of bidding documents in English or Ukrainian may be purchased by interested eligible bidders upon the submission of a written application to the address below (1) and upon payment of a nonrefundable fee of USD 6,00 (six) or equivalent ammount in Ukrainian hryvnia at exchange rate on the payment date indicated on the official website of the NBU (https://bank.gov.ua/control/uk/curmetal/detail/ currency?period=daily). Bidders' representatives may obtain bidding documents in the office of the consultation support group at the address below (1) or by a courier provided that delivery service will be separately organized and paid by bidder directly to mail agent that provides it

 

7. Qualifications requirements include: (i) absence of deferred debts to tax authorities; (ii) At least 5(five) years of experience in manufacturing/ supplying similar goods for each lot; (iii) Successful completion ofat least 2 (two) contracts (for the manufacturing/ supply of medical equipment/similar equipmentgoods) during the last 5 (five) years for the amount on each contract which is similar or higher than:

Lot1: 170 000,00 USD;

Lot2: 65 000,00 USD;

Lot3: 160 000,00 USD;

Lot4: 270 000,00 USD;

Lot5: 50 000,00 USD;

8. Bids must be delivered to the address below (2)before 10:00 local time June22, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

9. All bids must be accompanied by a Bid Security. The amount and currency of the bid security shall be:

Lot1:

2 200,00 (two thousand two hundred )  US dollars or an equivalent amount in the currency of the Bid at the exchange rate indicated on the Financial Times website (www.ft.com) on the date 14 (fourteen) days before the Bid submission date specified in ITB 22.1;

Lot2:

Lot3:
