1.         The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, and intends to apply part of the proceeds toward payments under the contracts for procurement of medical equipment and consumables for the health facilities of the secondary and tertiary levels. Bidding process will be governed by the World Bank’s rules and procedures.

2.         The Healthcare Department of Volyn Oblast State Administration invites sealed bids from eligible bidders for the following supply of medical equipment and consumables for the health facilities of the secondary and tertiary levelsof Volyn oblast on the following positions:

 

Lot No.  1: ICB-G 6.2.2.1/1

Equipment for noninvasive cardiac surveys.

1.Portable six-lead ECG recorder – 18 pcs;

2.12-lead ECG recorder with automatic data processing – 8 pcs;

3.Set for combined daily Holter ECG monitoring (6-leads) – 5 pcs;

4.Set for combined daily Holter ECG monitoring (12-leads) – 2 pcs;

5.Set for daily blood pressure monitoring– 7 pcs;

6.Bicycle ergometry kit– 6 pcs;

Laboratory equipment and consumables for the determination of biochemical parameters.

1.    Rapid-response сardiac marker analyzer– 19 pcs;

2.Troponin test strips– 5680 pcs;

3.D-dimer test strips– 2005 pcs;

4.Myoglobin test strips– 165 pcs;

5.    Automatic biochemistry rapid-response analyzer with ion selective block(type 1) – 1 pc;

6.    Sets of reagents to measure the level of cholesterol, triglycerides and lipoproteins of high and low density for automatic biochemistry rapid-response analyzer with ion selective block   (type 1) – 2250 pcs;

7.    A set of control and calibration solutions for automatic biochemistry rapid-response analyzer with ion selective block(type 1) – 3 pcs

8.    The set to measure the glucose level for automatic biochemistry rapid-response analyzer with ion selective block (type 1) – 7500 pcs;

9.    Automatic biochemistry rapid-response analyzer with ion selective block(type 2) – 15 pcs;

10.   Sets of reagents to measure the level of cholesterol, triglycerides and lipoproteins of high and low density for automatic biochemistry rapid-response analyzer with ion selective block   (type 2) – 14100 pcs;

11.          A set of control and calibration solutions for automatic biochemistry rapid-response analyzer with ion selective block (type 2) – 45 pcs;

12.   The set to measure the glucose level for automatic biochemistry rapid-response analyzer with ion selective block(type 2) – 24000 pcs;

17.          Acid-alkali balance and electrolytes analyzer– 1 pc;

1.    Unit for electrophysiological studies of the heart with generator for RF ablation with pomp and programmable electrocardiostimulation– 1 pc;

3.    Diagnostic electrodes for Electrophysiology studies of the heart – 45 pcs;

Devices for pacing and cardioversion.

1.     Resynchronizing artificial cardiac pacemaker (CRT-P) – 3pcs;

2.     Implantable cardioverter defibrillator (ICD) – 4 pcs;

3.     1-chamber electric cardiac pacemaker– 30 pcs;

4.     2-chamber electric cardiac pacemaker – 80 pcs;

5.     External temporary cardiac pacemaker- 9 pcs;

6.    Electrodes for External temporary cardiac pacemaker– 61 pcs;

Equipment for operating rooms.

1.    Operating room dual head light – 2 pcs;

2.    Radiolucent operating table– 3 pcs;

3.    Surgical vacuum pump – 20 pcs

Consumables for cardiac surgeries.

1.     Adult oxygenator for average level of complexity operations with a set of tubes – 500 pcs;

2.     Artificial heart valve – 150 pcs;

Consumables for stenting and coronarography.

1.     A set for stenting with uncovered stents – 400 pcs

2.     A set for stenting with covered stents – 910 pcs;

3.     A diagnostic set and consumables for coronarography from transfemoral access – 1225 pcs;

4.    A diagnostic set and consumables for coronarography from transradial access – 935 pcs;

Radiopaque iodinated agent for stenting and coronarography

1.     Radiopaque iodinated agent for stenting and coronarography type 1 (vial 100ml) – 6090 pcs;

2.     Radiopaque iodinated agent for stenting and coronarography type 2 (vial 50 ml) – 4000 pcs;

Angiographic equipment(type 2).

1.    X-ray angiography system (type 2) – 2 pcs;

 

3.             Bidders may bid for one, several lots, combination of lots, or for all lots as further defined in the bidding document for complete list of goods/services within each lot. Partial bids will not be considered and will be rejected as non-responsive. Evaluation of Bids will be carried out for each lot separately.

Bidders who want to offer discounts in case of award more than one contract, are allowed to do this provided that such discounts will be included in the Letter of Bid.

4.             Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants  dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.             Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 9:00 to 17:00 hours at the address given below(1).

7. Qualifications requirements include: (i) absence of deferred debts to tax authorities; (ii) At least 5 (five) years of experience in supplying similar goods for each lot; (iii)

Successful completion of at least 2 (two) contracts (for supply of medical/similar equipment equipment) during last 5 (five) years for the amount of each contract that is similar or higher:

8. Bids must be delivered to the address below (2) before 10:00 local time on October10, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.
