1. The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, and intends to apply part of the proceeds toward payments under the contracts for procurement of medical equipment and consumables for the health facilities of the secondary and tertiary levels. Bidding process will be governed by the World Bank’s rules and procedures.
2. The Healthcare Department of Volyn Oblast State Administration invites sealed bids from eligible bidders for the following supply of medical equipment and consumables for the health facilities of the secondary and tertiary levelsof Volyn oblast on the following positions:
Lot No. 1: ICB-G 6.2.2.1/1
Equipment for noninvasive cardiac surveys.
1.Portable six-lead ECG recorder – 18 pcs;
2.12-lead ECG recorder with automatic data processing – 8 pcs;
3.Set for combined daily Holter ECG monitoring (6-leads) – 5 pcs;
4.Set for combined daily Holter ECG monitoring (12-leads) – 2 pcs;
5.Set for daily blood pressure monitoring– 7 pcs;
6.Bicycle ergometry kit– 6 pcs;

Laboratory equipment and consumables for the determination of biochemical parameters.
1. Rapid-response сardiac marker analyzer– 19 pcs;
2.Troponin test strips– 5680 pcs;

5. Automatic biochemistry rapid-response analyzer with ion selective block(type 1) – 1 pc;
6. Sets of reagents to measure the level of cholesterol, triglycerides and lipoproteins of high and low density for automatic biochemistry rapid-response analyzer with ion selective block (type 1) – 2250 pcs;
7. A set of control and calibration solutions for automatic biochemistry rapid-response analyzer with ion selective block(type 1) – 3 pcs
8. The set to measure the glucose level for automatic biochemistry rapid-response analyzer with ion selective block (type 1) – 7500 pcs;

4. 2-chamber electric cardiac pacemaker – 80 pcs;
5. External temporary cardiac pacemaker- 9 pcs;

3. Bidders may bid for one, several lots, combination of lots, or for all lots as further defined in the bidding document for complete list of goods/services within each lot. Partial bids will not be considered and will be rejected as non-responsive. Evaluation of Bids will be carried out for each lot separately.
Bidders who want to offer discounts in case of award more than one contract, are allowed to do this provided that such discounts will be included in the Letter of Bid.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 9:00 to 17:00 hours at the address given below(1).
6. 8. Bids must be delivered to the address below (2) before 10:00 local time on October10, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.
