Fifty construction representatives attended a World Bank workshop in Rivne

Fifty representatives of 23 construction companies came to Rivne to attend a workshop involving World Bank experts and officials of the Ministry of Health. Those were mainly property developers from Rivne region, Volyn region and Kyiv. A Joint Project of the World Bank and MoH of Ukraine is to be implemented in Rivne region between 2015 and 2020, and it has been planned as part of the Project to procure construction and repair works, and put them out to tender.

The developers were told about the differences in World Bank procurement procedures from those followed in Ukraine, so that they could submit their bids.

"Since the project is being implemented under an international agreement and since international agreements take precedence over th Ukrainian legislation, World Bank procurement regulations are to be observed here. In general, both Ukrainian and World Bank approaches to procurement are similar. However, there are some differences in their use. Recently, the Ukrainian public procurement system has been fundamentally reformed. Nevertheless, the Bank has not used public procurement elements so far. It is possible that we will use some positive changes in upcoming procurements, but at present we need to follow certain rules. The procurements will be carried out by the regional administration and supervised by the World Bank", said Iryna Shmeliova, World Bank Senior Procurement Specialist.

Yurii Pryvarskyi, First Deputy Head of Rivne Region State Administration, also believes that the results of the World Bank Project in Rivne region will be seen in several years already. As commented by Serhii Rybachok, Management Consultant of the World Bank Sub-project Support Consultancy Unit in Rivne region, the primary focus is on rural medicine that requires substantial improvement and modernization:

"A World Bank project aimed at improvement of medical services quality is being implemented in Rivne region. A good deal of project funds will be allocated for construction and repair works on rural PHC ambulatories. We are talking about 104 sites in all 16 districts of our region",told Serhii Rybachok.”It is essential to us that maximum construction companies can submit their bids within the tenders we plan. We believe this will help us get quality services at a competitive price. The goal of today's workshop was to introduce construction representatives to the World Bank procurement procedures, because most of them have no relevant experience."

The construction companies whose representatives attend the workshop have many years of experience in this sector. They all want to try hand at World Bank tenders in Rivne region.

"We are experienced in building industrial facilities, infrastructure and residential projects. We can build anything. Therefore, we wanted to attend the workshop and, of course, try to win a tender. We want to learn about the rules for submitting bids and deepen knowledge of the legislation used by various grant agencies,"said Iryna Patlashynska, a representative of one of the companies from Lutsk.

"We came to learn something new. We wanted to get some new information in the first place,"said a construction representative from Rozhyshche, Volyn region.

"They say the contractors will be selected differently. We want to learn what is new in the selection process, what is different. We plan to submit our bids,"said Maxym Bereziuk, a representative of one of construction companies from Rivne.

By the time the sites are put out to tenders, construction companies interested in cooperation with the World Bank and ready to provide quality services at a competitive price will be able to prepare the documents required for bidding.

The Project implementation in Rivne region is the focus of World Bank experts' attention, which they pointed up during their meeting with Oleksii Muliarenko, Head or Rivne RSA.
