World Bank Team Visited Rivne Region
On June 23, a team of World Bank experts made a working visit to Rivne region as part of an implementation support mission within the Serving People, Improving Health Project. In the first place, the reform is aimed at improving the primary-level medicine of the region.
The team started its visit in Korets with a meeting with Oleksii Muliarenko, Head of Rivne Region State Administration.
"Public disclosure and transparency of the project are of special importance to me. Our committed position is transparency and compliance of bidding procedures with the World Bank's requirements", emphasized Oleksii Muliarenko during the meeting.
After the meeting, a working session on the status the sub-project implementation in Rivne region was held. Serhii Rybachok, Management Consultant of the World Bank Sub-project Support Consultancy Unit in Rivne region, made a detailed implementation presentation during this session. Based on it, Enis Bar?? (Practice Manager, Europe and Central Asia, World Bank Group), Feng Zhao (World Bank Programs Manager, Belarus, Moldova and Ukraine, Europe and Central Asia), Tihomir Strizrep (International Consultant in Health Care Financing) and the representatives of the Ministry of Health joined a panel discussion. In particular, Enis Bar?? provided the local sub-project team with valuable feedback in view of his considerable experience of similar projects.
"Taken as a whole, we are satisfied with the work done by the Rivne project team. However, I'd like to encourage you to continue hard work and in no way slow down and keep up with task implementation schedule. I assure you that our requirements will be quite demanding, as the project we are implementing in Ukraine is one of the largest World Bank medical projects in Europe", said Dr. Feng Zhao commenting on the interim results.
By and large, over the first six months of the work on the project in Rivne region the consultants already prepared and submitted for WB's approval practically all terms of reference scheduled for this year.
After the meeting, all experts went to village Koryst (Korets district) to examine the PHC ambulatory to be reconstructed within the World Bank Project. This ambulatory provides medical services to residents of five villages, i.e. over 3,500 patients.
"Conditions for doctors and patients in this ambulatory have been outdated for a long time now. It requires major reconstruction and new medical equipment. We intentionally didn't select the best rural PHC ambulatory to show to our colleagues from the World Bank because we wanted to demonstrate the real situation in rural health facilities", commented Serhii Rybachok, Management Consultant of the World Bank Sub-project Support Consultancy Unit in Rivne region.
The team of WB experts worked together with Yurii Pryvarskyi, First Deputy Head of Rivne RSA, Yurii Osipchuk, Head of Health Department of Rivne RSA, and his deputy Vasyl Vysochanskyi.
Project Serving People, Improving Health is planned to be implemented in Rivne region by 2020. It is expected by that time to reconstruct and repair 105 PHC ambulatories in all 16 districts of Rivne region, procure medical equipment and ambulances, and build an electronic patient registry. In addition, almost 1,500 health workers of the region will undergo training in Ukraine and abroad as part of the Project.
For these purposes, the World Bank plans to allocate 25 million USD of co-financing.
