Visit of the experts of the World Bank and the Ministry of Health Care of Ukraine to the Lviv oblast within the Mission to support the implementation of the "Serving People, Improving Health" Project
Today, on June 24, 2016, the experts of the World Bank and the Ministry of Health Care of Ukraine visited Lviv oblast. The delegation was headed by Dr. Feng Zhao, the Program Leader for World Bank’s Human Development programs in Belarus, Moldova and Ukraine, who is also the Task Team Leader, and by Mr. Roman Vasylyshyn, the Deputy Minister of Health Care of Ukraine.
This was the first visit of Mr. Enis Barish, the Sector Manager for Health, Nutrition and Population of the World Bank, and Mr. Tihomir Strizrep, an international consultant in health care financing, to the Lviv oblast. The visit started with an examination of the premises of the Lviv State Oblast-level Cancer Treatment and Diagnostics Centre. In particular, the experts visited the department of gynaecology, endoscopy unit, and the department of radiology and diagnostic imaging. It is planned that diagnostic equipment (MRI, CT, SPECT/CT, mammography devices, ultrasound devices, colposcopes, microscopes, radiological devices etc.) be purchased for the State Oblast-level Cancer Treatment and Diagnostics Centre and for the screening centres through the funds allocated by the World Bank.
As Dr. Feng Zhao has mentioned, "there are only positive impressions of what has been seen; a further step is to ensure qualitative establishment of high-quality equipment and efficient work".
After touring the hospital, a meeting of the Subproject Management Group took place. The Head of the Health Care Department of LOSA and the Chairman of the SMU, Mr. Bogdan Chechotka, presented the results of the first year of the "Preventive oncology and the implementation of effective anti-tumor technologies in Lviv oblast" subproject implementation and described the current state of the health care industry. The Chairman of the SMU also focused attention on the characteristics of the health care situation in the oblast in terms of the cardiovascular diseases, and the dynamics of morbidity associated with malignant tumours. The stabilization and reduction of mortality from cervical and breast cancer, and improvement of the detection of diseases at early stages, which contribute to the increase of the chances for recovery, are also worth mentioning. Such aspects as the optimization of the network, financial performance, organization of services provision, improvement of the quality of treatment were addressed as well. There is a progress in the implementation of the project in the Lviv oblast; in particular, this is related to training of the medical personnel, including at the International Agency for Research on Cancer, and to the procurement procedures. Professional training of the medical personnel serves as a key indicator for future performance.
Four more directions have been additionally elaborated regarding the project extension, in particular:
• Prostate and colorectal cancer screening;
• Preventive oncology associated with children in Lviv oblast (early detection of malignant diseases and modern diagnostics and treatment)
• improving the quality of medical care provision for patients with acute coronary syndrome;
• Establishing a single central dispatching service of emergency medical care.
As Dr. Feng Zhao has stated, "your work proves effective implementation of the Subproject in Lviv oblast, which serves as an example for other oblasts. These are not only your current activities which are signifiant, but also further reforms in the health care industry. Therefore you need to find effective solutions to move on".
The Deputy Head of Oblast State Administration, Mr. Yuriy Pidlisnyi, highlighted that the Lviv team works smoothly and efficiently. The Oblast State Administration and Oblast Council, in collaboration with the World Bank, will promote the project extension.
"The project which operates in Ukraine is very significant for people. We have now visited the second oblast where the project is implemented. Lviv and Rivne are the leaders. Lviv oblast is special in terms of its close proximity to the border with Europe. People have an opportunity to compare the development of the health care industry there and abroad. Not all oblasts are successful in implementing the project, but we expect them to achieve their objectives,"- added the Deputy Minister of the Health Care, Mr. Roman Vasylyshyn.
Mr. Enis Barish, the Sector Manager for Health, Nutrition and Population of the World Bank highlighted the coordinated work of the Subproject consultants and focused on the issues related to the project extension in new areas, on systematic approach, and technical aspects. Despite the large amount of investments, it is necessary that attention be paid to services improvement and achievement of the final result.
The experts in the field of health care, an economist, Ms. Olena Doroshenko, and the deputy head of the ukrainian nationwide "Serving People, Improving Health" Project Cunsultancy Support Unit, Ms. Yevheniya Matyushko, shared practical advice.
During their meeting with the head of Lviv Oblast State Administration, Mr. Oleh Syniutka, the delegation of the World Bank and the Ministry of Health Care of Ukraine discussed the results of the visit and the prospects for the project development.
