First steps undertaken towards reforming the health care financing system in Lviv oblast

Today, on July 22, 2016, the experts of the World Bank visited the Prince Lev Municipal Clinical Hospital №1 as part of the introduction of the Diagnosis Related Groups system. The attendees were the Team Leader of the World Bank's Project, Dr. Feng Zhao, an international consultant in health care financing reform, Mr. Tihomir Strizrep, Deputy Head of the State Enterprise "Centre of medical statistics of the MoHC of Ukraine", Mr. Serhiy Dyachenko, and the "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Suproject Management Consultant, Ms. Khrystyna Pak.
The visit started with an examination of the hospital under the supervision of the Deputy Head physician, Borys Moroz. In particular, the experts were given an opportunity to practically learn about the entire process that a patient undergoes, starting with admission and continuing through discharge; they focused on all relevant forms and registration logs to be filed while a patient stays in a medical facility. The Prince Lev Municipal Clinical Hospital is included in the list of pilot facilities where the Diagnosis Related Groups system is going to be implemented.
This is another task of the central component of the World Bank's "Serving People, Improving Health" Project, specifically that of the financing system reform.
The first steps associated with the pilot health care facilities consist in:
- developing a database of the patients who have undergone treatment (updated 066/0 form);
- raising the level of digitization with respect to the personnel;
Due to the efforts of the Subproject Coordinator and the Head of the Health Care Department of LOSA, Mr. B. Chechotka, and those of the consultants, Lviv oblast ranks first among the oblasts of Ukraine in the implementation of the World Bank's Project. The pilot health care facilities will be the first to undergo training of the medical staff, economists, and statisticians; subsequently, these people will be the trainers for other facilities.
We would like to remind you that Lviv oblast launched a new component of the World Bank's "Serving People, Improving Health" Project. Within this component, a new model of health care facilities financing is going to be practiced on the basis of several pilot medical facilities; this model being based on the introduction of the Diagnosis Related Grous system (DRG).
