Public Bid Opening Took Place in Rivne Region

In addition to reconstruction, also reequipment and job retraining for doctors of primary-level of care is covered by the World Bank Project in Rivne region. It is planned to implement an electronic register of patients suffering from cardiovascular diseases or attributed to the category known as risk groups. Today, three bids from the software developers that had expressed their readiness to develop and implement the register in our region were opened in the conference hall of Health Department.

It is to be recalled that Rivne region is one of the eight regions of Ukraine implementing the healthcare reform Project funded by the World Bank. The Sub-project in Rivne region is aimed at improving the treatment of cardiovascular diseases. One of its phases covers the introduction of an electronic register of high-risk groups and training (electronic medical record). On October 26, 2016 a call for bids was announced in our region to select consultants to develop relevant software to support this register. The bids were opened on December 12 in the presence of the bidders' representatives and mass media.

It should be noted that three companies from Lviv and Kyiv submitted their bids. From this point, the Selection Committee of Sub-project Consultants, Goods, Works and Non-consultancy Services has six weeks to evaluate each bid’s compliance with the qualification and technical requirements. After that, the successful Bidder will be announced and awarded the Contract.

“World Bank bidding procedures are significantly different from the public procurement procedures commonly used in Ukraine. Under the rules of the World Bank, not only the lowest price, but also the bidder's qualification is taken into account. In addition, the World Bank rules allow the Selection Committee to clarify specific aspects during bid evaluation. That is why the World Bank gives six weeks for the Selection Committee to evaluate each bid and submit the evaluation report for approval”, said Yurii Pryvarskyi, Head of the Selection Committee of Sub-project Consultants, Goods, Works and Non-consultancy Services.

Whereas Yurii Osipchuk, Head of Health Department of Rivne RSA, said that the introduction of the electronic register will both facilitate the work of primary-care physicians and greatly simplify patients’ life, because they will not need to have all their medical records on them.

“The World Bank Project is aimed at improving the treatment of cardiovascular diseases. That is why the Terms of Reference covers the patients of this category in the first place. Nevertheless, our consultants have developed the ToR in such a way that when the Project in our region is over, we will be able to expand the register's parameters and data volume”, said Yurii Osipchuk.

In conclusion, we would like to add that according to the Sub-project Support Consultancy Unit, the introduction of the Medical Information System is expected by the end of 2017.
