Opening of Bids for Reconstruction of PHC Ambulatories Took Place in Rivne

Four construction companies submitted their bids for the reconstruction of rural PHC ambulatories within the World Bank Project Serving People, Improving Health in Rivne region. Bids were publicly opened on January 23, 2016 in the building of Rivne Region State Administration. The opening took place in the presence of the construction companies’ representatives and reporters
It is to be recalled that it is planned within the Project to reconstruct 105 PHC ambulatories in 3 phases. The first phase covers 29 sites in four districts of the region: Rokytne (9 sites), Dubrovytsia (7 sites), Zarichne (4 sites) and Volodymyrets (9 sites) district. National competitive bidding was used to select contractors to reconstruct the first phase sites.
“This project is extremely important for the dwellers of our region. It will allow to build modern PHC ambulatories equipped with appropriate gear and staffed with qualified doctors even in the most remote villages of Rivne region. However, all this must start with repair works and reconstruction. For this reason, the opening we witness today is particularly important, because it is just the first stage of a whole row of procurements for repair works and reconstruction,” said Yurii Osipchuk, Head of the regional Health Department, during the bid opening.
The bid opening revealed that four companies had expressed interest in carrying out reconstruction and repair works on the PHC ambulatories. Two of them, LLC VP-Yevrotekhnolohii and LLC Ukrbudremmontazhinzhynirynh showed interest in all five lots. LLC Vinnytskaa Budivelna Kompaniia declared readiness to reconstruct rural health posts (RHP) to be used as PHC ambulatories in Volodymyrets and Zarichne district, while LLC Budivelna Vyrobnycha Kompaniia ‘Forvard Plius’offered to carry out reconstruction works only in Volodymyrets district.
“According to the World Bank rules, the main criteria for successful bidder selection is its compliance with the qualification requirements and its price. This means that it will be determined if the company is capable to perform its obligations for the price offered. The preference during the evaluation will be given to companies with the lowest price,” said Serhii Rybachok, Management Consultant of the World Bank Sub-project Support Consultancy Unit.
According to Serhii Rybachok, it may take up to two months after the opening to carry out the evaluation and obtain a no objection letter from the World Bank. He expects that the construction works will will begin in spring. As regards the completion period, Serhii Rybachok said that all sites require individual amount of work and, therefore, have different completion periods.
