Opening of Bids for Procurement of Medical Equipment in Rivne

It is planned to procure more than 20 units of expensive cardiovascular care equipment under the World Bank Project Serving People, Improving Health, in particular an angiography complex, 12 lead ECG machines, cardiac ultrasound scanners, cardiac monitors, medical ventilators, defibrillators, etc. This equipment will be installed in the regional Cardiovascular Center to be opened at the premises of the Interventional Radiology Unit of Rivne Region Hospital.
The Selection Committee of Consultants, Goods, Works and Non-consultancy Services acting within the World Bank Project Serving People, Improving Health organized a Bid Opening. In general, 7 companies, two of which are from Germany and the Netherlands, expressed willingness to sell such equipment.
According to Serhii Rybachok, Management Consultant of the Sub-project Support Consultancy Unit, the bidding has been conducted through the World Bank’s International Competitive Bidding procedure. The consultants now need to review all the Bidding Documents and determine the successful Bidder in each individual lot.
“The procurement was split into 4 lots. Each of the companies could individually decide which of the lots to bid for. Consequently, we received different numbers of bids for each lot. Now, following the World Bank rules, we have about two months to evaluate the bids and determine the successful Bidder. Only then we will be able to award and sign relevant contracts in each of the lots”, said Serhii Rybachok.
For his part, Yurii Osipchuk, Head of Health Department of Rivne RSA, told that the equipment to be purchased will be installed in the angiography operating theater, which will allow to save lives of patients with cardiovascular diseases in a few hours.
“It is very difficult to overestimate the importance of this equipment, because if the patient is delivered to such operating theater during a “therapeutic window”, the risk of complications in almost all cases of acute myocardial infarction is brought down to a minimum. Therein lies the unique character and importance of this equipment”, said Yurii Osipchuk.
Mr Osipchuk emphasized that the premise of the regional hospital to be used as the Cardiovascular Center with an angiography operating theater is currently undergoing a reconstruction.
