The new world bank project in Poltava has been discussed

On March 20th,at the premises of Ukrainian Medical Dental Academyduring a four-day workshop, a presentation of the "Reforms and Management in HealthcareProject"had been made. Its duration is plannedup to July 2020.
The group of experts headed by the World Bank Human Development Programme Leader for Belarus, Moldova and Ukraine, as well as the "Servicing People Improving Health" Project’s Task Team Leader Mr. Feng Zhao. Poltava experts studied the experience of reforming Poland, Croatia and Turkey, provided by foreign experts - Anna Kozel, Tatiana Trupets and Volkan Setinkaya. Mr. David Wilson had also joined the expert group.
“Health Care is one of the priorities of the Poltava Regional State Administration. We really appreciate any help. We are glad that Poltava is a pilot region, it’s among the leaders in innovation and World Bank experts have visited us again offering a new project. We are always ready for cooperation”, - assured Oleg Pruhlo, Deputy Chairman of the Poltava Regional State Administration.
“We eager to increase the quality of provided health services. I hope that this will be the result of our cooperation, because the health of our citizens above all. Thanks for sharing your experience”, - said chairman of the Standing Committee of Regional Council on Public Health and Social Welfare, Poltava Regional Council deputy Lyudmila Ovcharenko.
“Welcome to "UMDA" - an institution which teaches future doctors, including more than a thousand of foreign students. Reform is impossible without high-quality medical education and the preparation of medical personnel. Almost all of the professionals who are working on the project are our graduates. We are strongly integrated in the reform process to ensure high-quality experts. We will try to insure the staying in our institution to have outcomes in terms of science, and in terms of practical changes”, - pointed out Vyacheslav Zhdan, Rector of “Ukrainian Medical Dental Academy".
Director of Health Department of Poltava Regional State Administration Mr. Viktor Lysak made a presentation of the current state of health in the Poltava region - healthcare infrastructure, the demographic situation, the budget of sector, changes in the network of medical institutions over the past 5 years, the positive aspects of the reform of primary care provision of health care, optimizing the secondary level, what had been made at the tertiary level, the reform plans in 2017.
“This meeting would have been impossible without the position of our partner Mr. Feng Zhao, who said he will help those who are implement something and has an active position”, - said Viktor Lysak.
“Ukraine is going through interesting times. Society awaited reforms in 1991. Poland is similar to Ukraine, but Poland has changed a lot. In Ukraine, everything just started. Poltava region is very effective in the previous project, we are very comfortable working with Viktor Lysak and the Department of Health and we are happy to present our new project. It includes the following objectives: optimizing primary medical care, introduction of new financial mechanisms to improve the efficiency of hospitals, regional introduction of e-Health, Creating organizational capacity, improving data collection and management”, - said Dr. Feng Zhao. “We will assist technically (analytics, building human capacity, educational tours, interviews, etc.) and organizational (team work of the Kiev branch of the World Bank experts, regional advisors)”.
Following three consecutive days the mission worked in separate groups, continued technical discussions with Poltava experts, visited institutions of all levels of healthcare, the region shared its achievements in information technology (electronic records of medicines, patients, the system MedControl, start work in the system DRG (which will able to calculate the cost of 1 case treated patient in the hospital, which will continue to affect the doctors’ wages).
As a result, the leading health professionals with field experts of the World Bank had formed a design of development strategies in medicine field in terms of primary and secondary level of providing health care, emergency medical care, information and communication technologies.
