School of a Successful Health Care Manager 2017 (Session II)
 
It has been already the second time that the Health care Department initiated holding of the "School of a Successful Health care Manager - 2017", in particular Session II, through the support of the "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Subproject of the joint World Bank's and the Ministry of Health care of Ukraine "Serving People, Improving Health" Project. The co-organizer of the event was the German Society for International Cooperation GIZ, specifically under the U-LEAD Project, which is focused on the implementation of the decentralization reforms in Ukraine.
 
The second session took place between 1 and 3 June at the recreation centre "TAOR Karpaty" (the village of Lastivka, Turka district). 
 
We would like to recall that 30 health care managers were selected through competitive selective procedure to participate in the "School of a Successful Health Care Manager - 2017" (SSHCM-2017). These were the head physicians and their deputies of the oblast, municipal, district levels, and those representing the rural outpatient units. The first session of the School was held between 6 and 8 April. 
 
After welcoming the participants of the event, the head of the Health care Department, Ms. Iryna Mykychak, stressed out: "We continue to hold training at the School in order to set up the team of like-minded managers who will subsequently become true leaders and modern medical managers. We are interested in stormy discussions and in the exchange of experience. I sincerely hope that the SSHCM 2017 will once again urge each of us to look for new ideas, and will again motivate us to assured actions." -  completed Ms. Iryna Mykychak.
 
"Interactive lectures, discussion panels, and group sessions will again be held in the framework of the School. We will establish efficient communication. I am sure that each session will charge all of us with incredible energy", - said Khrystyna Pak, the subproject management consultant of the "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Subproject. 
 
The moderator of the event was Doctor of Legal Sciences, Associate Professor in the National University of "Kyiv-Mohyla Academy" and in the Bogomolets National Medical University, Zoriana Chernenko. Firstly, the participants of the School reported on their homework about the operation of the media.
 
The hub Manager of the Regional Hub of Western Ukraine (GIZ, Ukraine), Anna Haiduchok, presented the U-LEAD Program. The U-LEAD with Europe Program is the Local Empowerment, Accountability and Development Programme. U-LEAD supports the establishment of transparent and accountable multilevel management system, which will respond to the needs of the citizens. In the framework of the Project implementation, four regional hubs (offices) were established, which assist in the reform implementation. The main objective of the regional hubs is to ensure the coordination of the decentralization reform at the interregional level through consultations and the exchange of experience between the oblasts, holding training sessions, seminars, and round tables for different target groups. Each of these hubs covers 5-7 oblasts. The western regional hub is based in Lviv and is responsible for Lviv, Volyn, Transcarpathian, Ternopil, Rivne, and Zhytomyr oblasts.
 
The workshop on the leadership styles was intensive and lengthy. The marketing and sales director of the "American Heart of Poland", Bartosz Yurkowski, presented the Blanchard model. He also talked about adapting the management style to the needs of a subordinate, on listening to others, and how to manage so that not to torture. The trainer focused on the importance of verbal communication, on proper intonation, and on the body language in course of the work of a manager. The effectiveness of the communication process largely depends on the form of information transmission (verbal, visual, or the combination of both of these).
 
Among the lectures and training sessions, the School of a Successful Health care Manager of Lviv oblast - 2017 supported the social project of the photographer Kateryna Ptakha "Embroidered with blue threads" in order to draw attention to the advanced children and adults. The series of photos by Kateryna Ptakha are the sensitive stories about strong women who raise children with autism. These are the women who know the value of each day.
 
"Complaint as a present" by Valentyna Anufriyeva, a senior lecturer of the School of Health NaUKMA was helpful and gave rise to a lively discussion among the participants.
 
Ivan Omelyan, trainer on communications and a regional coordinator in the Resuscitation reform package, continued with the topic of communication in social media under the "Possibilities of networks have no limits". "Communicate on what you do. Put it on the pages in social networks, and compete using publicity. This is very topical nowadays!"
 
The evening discussion "medical community - who are we?" held by the moderator, Zoryana Chernenko, started with the interpretation of the concept of "medical community", "corporate culture", "human selfishness", and "collective consciousness." This was a platform for frank conversation that caused a flurry of emotions and discussions. "Communication between the government and doctors should be better. The government of the central level does not understand the regional problems", - complained the doctors about the sensitive issues.
 
This is how the first day of the School was completed in wonderful company and with acquired knowledge.
 
The second day of the School began with the training on the "ability to resolve conflicts through dialogue". The trainers were Vladyslava Kanevska, the vice president of the National Association of mediators of Ukraine, and Vitaliy Karpenko, a chairperson of the International Institute of spiritual development. This was an extremely important workshop for a modern manager, supervisor, and a doctor.
                   
During the training, the participants of the School performed tasks in groups. The exercises on the research of emotions were extremely interesting.
 
"Dialogue is a" deep process"; therefore, this is not just the fact of meeting or holding a conversation or a debate. Dialogue is "sharing senses" and consists not only from informational notes, but rather of the ability to "read between the lines." Dialogue is a qualitative change. This is about the emergence and formation of understanding, respect, support, responsibility, and trust to each other in the dialogue", - stated Vladyslava Kanevska.
 
"We almost never use the acquired skills associted with the dialogue, because we have different experiences in communication and different purposes. However, it is the competence of a dialogue that needs be developed. So we must allow changes to happen! "- concluded Vitaliy Karpenko.
 
The psychological themes were continued by Roman Lishchuk, MD, psychiatrist and psychotherapist, in his presentation "Psychological flexibility, or to what helps to resist, and how to maintain mental health during the war".
 
It's very difficult; even dangerous. However, we must learn to overcome problems. And we do learn this. "If you cannot make a difference, change your attitude to it".
 
"Life without stress is absolutely impossible. The main idea is to get right amount and dosage of it. This is a non-specific reaction of the body to a very strong irritant", - emphasized the trainer.
 
The stages of the burnout syndrome (in course of the discussion) and one's spiritual care were demontrated. "Cherish your optimism and hope, realize the intangible aspects of life".
 
At the end of the second day of the Session II of the SSHCM-2017, there was a discussion held on the autonomy of health care facilities. This is a very important experience, including that associated with the master-class led by prominent speakers, Kateryna Bulavinova and Dmytro Simansky.
 
The second day of the School ended in such positive atmosphere.
 
The morning session of the third day began with the presentation delivered by Myroslava Pryhoda, a Ukrainian publisher, Ph.D., associate professor at the Department of publishing and editing in the Journalism Institute of Taraas Shevchenko Kyiv National University. Useful and practical information delivered by the trainer was perceived with interest; important and relevant questions were ask by the managers.
 
Dmytro Simansky, an expert in communications, taught how to hold press conferences and public speeches. It included work in groups, which task was to write press announcements and press releases.
 
Four groups of participants were formed, each of which had a selected theme for a press conference. Then they demonstrated their knowledge and skills in turns. Emotions were too high.
 
Advances in human life, their relationships with other members of society depend on the ability to communicate. Communication is a very important tool for changes without which one cannot move forward.       
 
Zoryana Chernenko, Doctor of Legal Sciences, Associate Professor in the National University of "Kyiv-Mohyla Academy" and in the Bogomolets National Medical University, spoke on the legal responsibility of medical workers said at the end of the third day.
 
After an intense but extremely interesting training held at the School, which once again passed by very quickly, certificates were awarded. Once again, thanks and gratitude to the head of the Health care Department, to the World Bank's consultants, to all the speakers and organizers were uttered by each participant. The lecturers and trainers are wise and highly professional people from absolutely different areas, who managed to share their experience to the managers. They thanked for the knowledge, skills, new acquaintances, ideas, interesting topical agenda, gained new experience, and for high standards in the organization. Without such knowledge the managers would not be able to effectively manage the facilities.
