Contract name: Conducting a Campaign to Raise Public Awareness of Implementation of Serving People, Improving Health Project in Poltava.

The Government of Ukraine has received the loan from the World Bank to fund “Serving People, Improving Health” project (hereafter — the Project) and intends to apply part of the proceeds toward payments for consulting services to conduct a campaign to raise public awareness of implementation of subproject “Introducing an innovative model of providing services to patients with hypertension in Poltava region”.
The consulting services concerning conduct of the awareness raising campaign (hereinafter referred to as the Services) shall include, without limitation, the following services to be provided by the Consultant:
Development of concept and plan of implementation of the awareness raising campaign under the subproject.
The information campaign shall include, without limitation, the following:
· development of informational products and promotion of the project
· creation of materials (video, audio, and printed ones) to inform the public through television, radio, rayon or oblast press, Internet resources, social media.
· development and literary adaptation (case-based) of relevant topics for speeches of officials responsible for subproject implementation, and key speakers
· ensuring organization and conduct of media events under the subproject
· The subproject information campaign shall include working with the following communication channels:
1. Informing the public on services of hypertension prevention and treatment.
2. Image-building events.
3. Organization of prophylaxis-related events in busy areas.
4. Monitoring of Project-related materials in media.
Department of Health of Poltava Oblast State Administration hereby invites eligible Consultants to express their interest with regard to provision of the above Services.Interested Consultants shall provide evidence of their qualification and experience required to provide the Services, namely:detailed information about the experience of provision of similar services, CVs of trainers, certificates and other documents certifying qualification level of the staff, etc.
Duration of service provision:from the day of signing of the service provision contract until 2020.
Mandatory requirements:
- experience in conducting public information campaigns (min. 3 years);
- experience in production and publishing of video and radio materials (themed programs, interviews, stories, advertisement messages, online ads), preparation and publishing of materials in printed media, preparation and dissemination of printed advertisements (min. 3 years) (the Consultant shall present portfolio of previous projects, media clips, catalogues and samples of products, designs, leaflets, and videos);
- min. three (3) successful media projects;
- availability of corresponding technical and informational resources to ensure performance (please provide a list specifying own and contracted resources, as well as informational partners the Consultant cooperates with on the basis of joint operation agreements).
Preferrable:
– experience of work with international organizations/participation in international projects (please provide information);
– experience of conducting full-cycle PR campaigns (from a media plan to publishing on different media channels and effectiveness analysis (please provide information)).
Interested Consultants should take account of item 1.9 of Guidelines on Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers adopted in January 2011 (revised in July 2014) (hereafter — the Guidelines on Selection and Employment of Consultants) defining World Bank's policy on conflict of interest.
Consultants shall be selected based on consultants’ qualifications (CQ) following the respective procedure provided in the Guidelines on Selection and Employment of Consultants.
