Screening centre opened in Drohobych to examine women for cancer

A multi-district screening centre to diagnose the pre-cancerous states and cancer in women officially started its functioning on August 29, 2017 in the premises of the communal enterprise "Drohobych municipal hospital No.3".
 
This is one of the six centres in the Lviv oblast established through the cooperation between the Ministry of Health of Ukraine, the World Bank, and the Department of Health care of LOSA, in the framework of the implementation of the screening program for women. Such examination will make it possible to detect women who have the highest probability of cancer, in order to prevent it.
 
The following representatives were in attendance of the opening ceremony of the screening centre: Head of the Health care Department of Oblast State Administration, Iryna Mykhych, Mayor of Drohobych, Taras Kuchma, Deputy Mayor for Humanitarian and Social Issues, Vasyl Kachmar, Head of the Health care division, Volodymyr Chuba, as well as the representatives of the Oblast-level Cancer Treatment and Diagnostics Centre, Orest Tril, deputy head physician in the Lviv Oblast-level Cancer Treatment and Diagnostics Centre, and Svitlana Struk, head of the gynecology department in the Cancer Treatment and Diagnostics Centre, as well as the heads of the health care facilities from Drohobych, Stebnyk, Boryslav, and Truskavets.
 
"I am extremely pleased to be in Drohobych today for several reasons. Today we launch the installed equipment; however, when analyzing the price associate with this work for every family that may face misfortune, we realize that due to such equipment, which started functioning in Drohobych, we may timely diagnose not only cancer-related diseases, but also the pre-cancerous conditions quickly and effectively. After all, the faster a diseases is diagnosed, the better treatment results, and the better life expectancy "- stated Iryna Mykychak.
 
Comfortable conditions for the examination of women are established in Drohobych. The centre is equipped with equipment for gynecological check-up, including a cytological examination, an examination based on the use of a colposcope and an ultrasound device, as well as mammography. All examinations are free of charge.
 
The screening centre in Drohobych provides services for Drohobych district, for the cities of Boryslav, Stebnyk, Truskavets, and Drohobych; this is about 100,000 women.
 
Taras Kuchma, the city mayor of Drohobych, stated: "We are those who move up the hill. We do not go back, neither do we stand still, and nor do we stumble against the obstacle. I'm glad we managed to open a screening centre. We properly prepared the premises, carried out repairs and installed qualitative equipment. We manage to get the doctors' understanding in terms of the fact that we must provide adequate payment to those who work, and to do our best to enable them to develop their talent, and to stop paying those who do not deserve that. We did the same experiment last year and transferred all health care facilities into non-profit enterprises. There are professional doctors working in the screening centre; they do their job conscientiously and qualitatively".
 
The screening center at the Drohobych Municipal Hospital No.3 is an indicative one, because, given the profile of the hospital and the available polyclinic, here, along with the installed equipment, the following specialists work: gynecologic oncologist and surgical oncologist who, after carrying out the procedures, will provide professional advice, when needed.
 
The screening center is equipped with a digital mammography device, with a modern ultrasound device, with a colposcope and with a gynecological chair, with a microscope and computer equipment for maintaining the electronic registry. A full cycle of maintaining a patient's electronic medical card directly from the workplace of the registrar, gynecologist, ultrasound specialist, cytologist, radiologist, and of the mumologist are introduced in the centre. The software "Electronic registry of the female population" is being tested, and will soon be functioning in the usual mode.
 
The total cost associated with the equipment delivered to the screening center of Drohobych is 9.36 mln. UAH.
 
The mammography room is open from 10.00 a.m. to 01.00 p.m. While the mammography device functions in the testing mode, examinations are conducted in the accordance with the "live queue". The doctors emphasize that the most informative examinations are those carried out in the middle of the menstrual cycle (8-15 days after the start of the lunar period). During the operation of the mammography device in the testing mode, 500 women have been already examined, 90% of whom came for the mammography examination for the first time. Out of the examined women, 25 cases of malignant neoplasms were diagnosed.

The joint World Bank's and the Ministry of Health of Ukraine "Serving People, Improving Health" Project, is part of the health care reform in Ukraine. The objective of the Project is to strengthen the capacity of the Ministry of Health of Ukraine and that of the self-governing bodies in the oblasts, which are covered by the Project.
 
Activities under the Project will be aimed at achieving the three priority tasks in the health care system:
 
1. Combating non-infectious diseases, with special focus on prevention;
 
2. Improving the quality and efficiency of health care;
 
3. Optimizating and restructuring hospitals and outpatient services associated with the secondary level.
 
In the framework of implementing the Project during 2015-2017, the "Preventive oncology and the implementation of effective antitumor technologies in Lviv oblast" Subproject is being implemented in the Lviv oblast. This is the only one out of the 8 subprojects, which is focused on oncology, while all others are oriented towards cardiology.
 
The total amount of the loan allocated towards the subproject in the Lviv oblast is 10 150.00 thousand U.S. Dollars. As of today, 44 contracts were signed in the amount of 8,167.4 thousand U.S. Dollars (80% of the loan amount). Medical equipment has been already delivered as part of the project; the total amount being approximately 7.5 mln. U.S. Dollars.
 
The introduction of the "Preventive oncology and the implementation of effective anti-tumor technologies in Lviv oblast" Subproject makes it possible to introduce the screening program, specifically cytological and mammographic, into the medical practice in the Lviv oblast. That is, with the help of the measures within the subproject, the emphasis is shifted in terms of the provision of medical care from treatment to preventive measures and prevention as such.
