Sub-project "Oblast level services improvement" in Zaporizhzhia oblast

 

 

I.                        Background Information

            The Government of Ukraine received a loan from the World Bank for funding the project "Serving People, Improving Health" (hereinafter - the Project). The Project is aimed at improving the quality of medical care in the selected oblasts, especially focusing on the primary and secondary prevention of cardiovascular diseases and cancer, as well as health system performance increase.

            The Project consists of the following parts:

Part 1. Improvement of the local level services;

Part 2. Strengthening the governance of the Ministry of Health;

Part 3. Project management, monitoring and evaluation.

            Within the framework of Part 1 of the Project Zaporizhzhia oblast was granted the funding for the implementation of the investment sub-project approved by the World Bank and aimed at early diagnostics and treatment of cardiovascular diseases, as well as increasing the performance of health systems, including the activities aimed to enhance primary care.

1.            To ensure the efficient implementation of the sub-project "Oblast level services improvement" in Zaporizhzhia oblast, the oblast state administration (OSA) shall establish the Sub-project Management Unit (SMU).  As agreed during project preparation, and reflected in the Project Appraisal Document and Project Operational Manual: “SMU is chaired by the Deputy Head of the Oblast State Administration who is in charge of health care policies as per her/his functions or by the manager of the Health Department within the Oblast State Administration. The SMU chair/head would manage SMU and bears personal responsibility for organization and fulfillment of the Project implementation tasks. SMUs would also be in charge of the fiduciary oversight role related to the respective Oblast, including monitoring and review of the budgeting process, reporting, and audit arrangements. To carry out Project implementation, the SMU head may use their existing staff and/or hire consultants (for example, a financial management and procurement specialists, technical expert and safeguards specialist as needed), to be attached to the Health Department”.

 

            OSA health care department (hereinafter - Client) intends to engage an individual consultant (hereinafter - the Consultant) to provide consultancy services on procurement within the SMU under this Terms of Reference (ToR).

 

 

II.                     Objectives of the Assignment

            The Consultant shall provide the procurement services under the sub-project according to rules and procedures of the World Bank described in the Guidelines on Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011 (revised in July 2014), Guidelines on the Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011 (revised in July 2014), Loan Agreement (Serving People, Improving Health Project) between Ukraine and IBRD dated March 19, 2015 № 8475-UA and the Project Operational Manual.

 

III.                  Scope of Services

The Consultant shall provide advice to the Client and carry out the following tasks and activities:

·        Ensuring the compliance of the respective procurement documents (tender documents, contracts etc.) to the World Bank requirements, as well as Ukrainian legislation, if the latter does not contradict to the provisions of the Loan Agreement between Ukraine and IBRD dated March 19, 2015 No. 8475-UA, the Bank directives, and the provisions detailed in the Project Operationla Manual;

·        Procurement plan monitoring and updating;

·        Preparation of tender(bidding) documents and their amending;

·        Bidding process organization and carrying out, including:

-         drafting and posting the announcements in the appropriate resources to invite the suppliers of goods and services necessary for the implementation of the sub-project, and/or mailing the invitations to submit expression of interest;

-         communicating with bidders by mail, providing clarifications to them;

-         bid opening carrying out and preparation of the respective minutes of bid opening;

-         participation in the bids/proposals evaluation, preparing draft evaluation reports including contract award recommendations, its submission for the Selection Committee review;

-         preparing for submission of ToRs, evaluation  reports, draft contracts to  the World Bank clearance, if necessary;

-         drafting of all supporting documents, if necessary, for receiving appropriate clearance from the Client and the World Bank;

·        Contract drafting and participating in the contract negotiations, if necessary;

·        Monitoring of the planned activities under subprojects for the Ministry of Health of Ukraine in the scopes of Consultant’s competence and taking other necessary actions according to the Project Operational Manual (Procurement organization);

·        Keeping records (soft and hard copies) on all procurement activities, including: expressions of interest, procurement notices, bidding documents, contracts, requests for proposals, no-objection letters, evaluation reports, etc.;

·        Performing other procurement-related tasks within the sub-project as requested by the SMU Head.

 

IV.                  Duration and Place of Work

            The Consultant shall deliver the Services from the Contract signing date till September 30, 2018 or during other period as agreed by the Parties at the Contract signing.  

            The place of work is the city Zaporizhzhia, Ukraine. Travel around the oblast and Ukraine is possible.

 

V.                     Implementation Arrangements

While performing the Services, the Consultant will be subordinated to the Head of the OSA health care department.

The Consultant will sign the time-based (monthly rate) contract (standard WB contract form). The Consultant will work full-time.

The Client shall provide the Consultant with a workplace including the equipment necessary to fulfill the task (phone, fax, PC, Internet access).  

The Client shall provide the Consultant with the information necessary for the fulfillment of his tasks.  

 

VI.                  Reporting Requirements

Within 10 days after the end of each month the Consultant shall provide the Client the reports on provided services under the form established by the Client. The monthly report should briefly specify the measures carried out, the results achieved and materials elaborated.

The reports shall be prepared in a way appropriate for reading and understanding by the Client.

            The Consultant as per request of the Client submits timesheets or any other document in accordance with the instructions of the Client to identify the time spent by the Consultant within the assignment.

 

VII.               Qualification Requirements

            The Consultant's qualification shall comply with the following minimal requirements:

Obligatory requirements:

а)      University degree (Master or Specialist) in economic, financial, technical, legal or other relevant specialization;

б)      Not less than 3 years of procurement experience;

в)      Fluent Ukrainian, working level of English;

г)       PC skills (Microsoft Windows, Word, Excel, MS Project).

Desirable:

а) Previous procurement experience in projects financed by international organizations, including the World Bank projects;

b)Knowledge of the World Bank procurement guidelines and procedures.
