Seminar "State Review of Finance in Ukraine - Interim Results"

April 12, 2018 at the World Bank office A seminar "State Review of Finance in Ukraine: Discussion of Intermediate Results" was held in Kyiv. The seminar was devoted to discussing mechanisms and methods for improving the efficiency of public services in implementing structural reforms in education, health, public administration, social security, etc.

 

Reforms in the field of education, health care and public administration are aimed at increasing the remuneration of teachers, doctors and civil servants to enhance motivation, attracting and retaining quality staff. However, the achievement of this goal without a significant increase in budget expenditures is possible only if simultaneous implementation of realistic measures to optimize staffing, network of schools and hospitals. Improving the effectiveness and fiscal sustainability of the social protection system will require the creation of incentives for contributions to the pension system and improved targeting of social assistance, in particular, housing and communal subsidy programs.

 

The workshop was attended by experts and experts from the World Bank, representatives of the Ministry of Finance of Ukraine, the Ministry of Education of Ukraine, the Ministry of Social Policy of Ukraine, the National Agency of Ukraine on Civil Service, the project of the Ministry of Health "Improvement of Health at the Service for People", etc.
