Contract Title: “Computer equipment, common purpose software, LAN installation”

Reference no. (as per the Procurement Plan):# ІСВ 7.2.1

 

1.         The Government of Ukraine has received financing from the World Bank toward the cost of the “Serving People, Improving Health” Project and intends to apply part of the proceeds toward payments under the contract for “Computer equipment, common purpose software, LAN installation”.Bidding process will be governed by the World Bank’s rules and procedures.

2.         The Department of Health of Poltava Oblast State Administrationhereby invites sealed bids from eligible bidders for the supply of computer equipment, common purpose software, LAN installation in Poltava oblast.

The bids shall include the following items:

 

1. Personal computer — 1173 pcs.

2.Switch cabinet (set) — 65 pcs.

3. Data center switch (type 1) — 2 pcs.

4. Switch (Type 2) — 63 pcs.

5.Router (type 1) (incl. WiFi) — 62 pcs.

6. Router (type 2) (incl. WiFi) — 2 pcs.

7. Power filter-extender— 1138 pcs.

8. Printer – 1104 pcs.

9.Multimedia projector — 36 pcs.

10. Screen — 36 pcs.

11.Interactive screen — 1 pc.

12.Flash memory 32 GB — 59 pcs.

13. MFD — 85 pcs.

 

 

 

3.         Bidders may bid, as further defined in the bidding document, for the complete list of items within the lot.Partial bids will not be considered and will be rejected as non-responsive.Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid.

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants  dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.In addition, please refer to paragraphs 1.6 and 1.7 of the Procurement Guidelines setting forth the World Bank’s policy on conflict of interest.

5.         Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10:00 to 17:00 hoursat the address given below.

6.         Interested bidders may obtain a complete set of the Bidding Documentation free of charge upon submitting a written request to the below address (1).Bidders’ representatives may receive the Bidding Documentation at the office of the Advisory Support Group at the address indicated below (1) or via courier mail provided this service will be paid for by the bidder directly to its provider, or via e-mail to the e-mail address indicated in bidder’s written request.

 

7. Qualification requirements include:

(i) absence of deferred debts to tax authorities;

(ii) At least five (5) years of experience in manufacturing similar goods;

(iii) Successful completion, in the last five (5) years, of at least two (2) contracts for the amount for each contract that is similar to or more than:

USD 1,300,000.00

Or Successful completion 1 (one) similar contract for supply, installation and maintenance of computer equipment for the amount USD 2 600 000,00

No preference will be given to local manufacturers.

8. Bids must be delivered to the address below on or before 11:00amlocal time
on 7 September2018.Electronic bidding will not be permitted.Late bids will be rejected.Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

9. All bids must be accompanied by a Bid-Securing Declaration.
