A meeting held on the system of incremental funds allocation associated with health care facilities

Today, July 20, 2016, a meeting devoted to the incremental allocation system for health care facilities was held in the Assembly Hall of the Health Care Department of Lviv Oblast State Administration. The event was attended by the Deputy Head of the Centre of medical statistics of the MoHC of Ukraine, Mr. Serhiy Dyachenko, a health care expert and an economist, Ms. Olena Doroshenko, head of economic and policy research at Kyiv School of Economics, Ms. Natalia Shapoval, a World Bank's consultant in the framework of public expenditures research associated with health care, Ms. Svitlana Sukhoviy, and the representatives of Lviv Cancer Treatment and Diagnostics Centre, of the informational and analytical center, of the Drohobych District Territorial Medical Community of the city of Drohobych, Stryi, and Mykolayiv.
During the meeting, problrmatic issues were discussed, including how the distribution of funds is carried out, where the funds are to be transfered, and the areas in which under-funding takes place.
Ms. Olena Doroshenko demonstrated a ppt presentation, which was focused on the the analysis of expenditures associated with HCFs, the budget structure, the method of sharing costs, the input data groups, and the scheme for incremental distribution of costs.
"The incremental cost allocation is a system of data of a health care facility. The procedure will require considerable efforts to have the form filled out with data, however this will contribute to realistic assessment of the situation ", - added the economist.
