A working meeting on the introduction of the Diagnosis Related Groups (DRG) system

On July 20, 2016, a regular working meeting "Joint measures of the Ministry of Health Care and the World Bank's Project towards the introduction of the DRG (diagnosis related groups)" was held in the Assembly Hall of the Health Care Department of Oblast State Administration. The meeting was attended by the representatives of the Ministry of Health Care of Ukraine, of the Health Care Department, and of the health care facilities. Mr. Tihomir Strizrep from Croatia, PhD, attended the meeting as an international consultant in health care financing reform. Mr. Serhiy Dyachenko, Deputy Head of the State Enterprise "Centre of medical statistics of the MoHC of Ukraine", was the moderator of the event.

The Head of the Health Care Department, Mr. Bohdan Chechotka, reminded that the Lviv oblast launched a new component of the World Bank's "Serving People, Improving Health" Project. Within this component, a new model of health care facilities will be practiced on the basis of several pilot medical facilities; the model being based on the implementation of the diagnosis related groups system (DRG).

In the beginning of his speech, Mr. Tihomir Strizrep introduced his experience on the implementation of the DRG system in Croatia to the participants, continuing with the peculiarities of the project being developed specially for Ukraine. The presentation included a current composition of the team providing medical services, the main components of the medical facilities financing system, as well as the differences between various versions of the DRG system currently available in different countries. The system's feature to ensure economic motivation for a doctor, to improve the quality control of medical care provision, to carry out a comparative analysis of similar services provision in different medical facilities, to explain the efficiency of resources use and, if necessary, the feasibility of their redistribution were highlighted among the advantages of implementing the new system.

During the meeting, the Deputy Head of the Centre of medical statistics of the MoHC of Ukraine, Mr. Serhiy Dyachenko, also took the floor. Special attention was focused on a detailed explanation of the practical aspects of the DRG system implementation, on the list of data that will need to be processed by a doctor on a daily basis for proper functioning of the system in a facility. The questions of the readiness of the facilities to participate in a pilot project associated with the introduction of the new model of financing were raised.

The representatives of the company, which is involved in the development of the software required for the transition to a new reporting model, stressed the importance of close cooperation between the programmers and the persons responsible for the DRG implementation in each specific hospital.

At the end of the meeting, Mr. Tihomir Strizrep and Mr. Serhiy Dyachenko answered numerous questions about the new reporting form, appropriate training of the staff, and the peculiarities of specific medical facilities preparation for the introduction of the diagnosis related groups system.
