World Bank Subproject in Vinnytsia oblast: the first year results

UANTITATIVE AND QUALITATIVE INDICATORS ACHIEVED DURING THE SUBPROJECT IN THE 2015-2016:
· the arrangement of beds in the oblast is in progress: in 2015, 409 beds were reduced, there are 68.1 twenty-four-hour beds per 10 thousand of the oblast population;
· local programs for reimbursement of the cost of medicines to patients with hypertension (the cities of Vinnytsia and Mohyliv-Podilskyi; Bershad, Yampil, Chernivtsi regions) are in progress;
· regarding the construction of a new building of Vinnytsia Regional Clinical Center for Diagnostics and Treatment of Cardiovascular Diseases, we have conducted a public hearing of the master plan for the construction site, an expatriate expert was invited at the stage of preparation of a medical assignment, we have available a state act for a land plot allocated for 1.85 ha construction site, we have obtained an expert evaluation of design and cost estimation documents for the Cardiac Carer Center (stage “P”), the Environmental Management Plan has been developed, stage «P» of the Subproject has been completed, an international procedure for the procurement of the company that would supervise the construction and preliminary works for the procurement of construction works are in progress;
· in cooperation with the relevant departments of Pyrohov Memorial Vinnytsia National Medical University analgorithm for screening of risk factors for cardiovascular patients is being developed;
· 411 physicians received special training in cooperation with the relevant departments of the Medical University;
· cardiovascular patients (1st line of the oblast register), at the expense of joint financing from the oblast budget (2 mln UAH) were conducted 200 elective coronarographies, which allowed to improve the health of 112 patients with serious diseases: 47 patients with acute coronary vessel disease were stented, 55 patients were sent for an elective coronary artery bypass surgery;
· procurement of consumables for patients with cardiovascular diseases is completed at the expense of co-financing from the oblast budget (4 million UAH);
· from 1 August 2015, a telemetry unit is operating at the Emergency Medical Aid and Catastrophe Medicine Center on a 24-hour basis that has functionally combined all the systems of telemetry transmission of ECG on a 24/7 basis. The number of distant consultations increased accordingly: if in the 2nd semester of 2015 there were 4570 consultations, in the 1st semester of 2016 their number was 7876. This is the only method that helped identify additional 2331 cases of the circulatory system diseases;
· special attention is given to the communication component of the Subproject: an information strategy for the prevention of cardiovascular diseases and the algorithm of helping patients with acute conditions are being developed, as well as a meaningful system of communication with the target groups of the population, the mass media, NGOs, the regional Health Care Department is being got up and running in order to build a new model of medical care in the region in the minds of the community.
