Contract Title: Software to maintain electronic register of high-risk groups and carry out trainings

1. The Government of Ukraine received a loan No.8475-UA from the International Bank for Reconstruction and Development for funding the project Serving People, Improving Health. A part of the funding shall be allocated for making payments under the Contracts for the procurement of Software to Maintain Electronic Register of High-risk Groups and Carry Out Trainings (package No. 8.2.4). Bidding will be conducted pursuant to the World Bank rules and procedures.
2. Health Department of Rivne Region State Administration now invites sealed bids from eligible bidders for supply of the following item:
Software to Maintain Electronic Register of High-risk Groups and Carry Out Trainings
Minimum qualification requirements, inter alia, shall include the following:
1. At least 5 (five) years of experience of software development and implementation in healthcare domain similar to the items in this procurement package.
(Please provide documents evidencing the date of state registration, economic activities according to the National classifier of types of economic activities of Ukraine (KVED) and experience).
2. Successful execution by the Bidder of at least 2 (two) contracts of software supply, installation and technical support with the amount of each of them equivalent to or exceeding 7,500,000 (seven million five hundred thousand) UAH over the period of 5 (five) years.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”) published in January 2011 (revised in July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of:

6. Bids must be delivered to the address below on or before December 12, 2016, 11 a.m. Kyiv time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on December 12, 2016, 11:15 a.m. Kyiv time.
7. All bids must be accompanied by a Bid Security of:
4,000 (four thousand) US dollars or an equivalent amount in the currency of the Bid at the exchange rate of the NBU (www.bank.gov.ua) as of day 14 (fourteen) prior to the date of Bid submission.
