Contract Title:Procurement of medical devices/products and diesel generator for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council, and services covering equipment installation and staff training.

1.         The Government of Ukraine received a loan from the World Bank for funding the project Serving People, Improving Health. A part of the funding shall be allocated for the Contract for the procurement of medical equipment to be installed in PHCC, CDH, city/town and regional hospitals. Bidding will be conducted pursuant to the World Bank rules and procedures.

2.         Health Department of Rivne Region State Administration invites sealed bids from eligible bidders for supply of the following items comprising the Procurement of medical devices/products and diesel generator for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council, and services covering equipment installation and staff training:

LOT 1:Procurement of medical devices (angiograph) and diesel generator for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council, and services covering equipment installation and staff training:

1.      Angiography system: 1 pc.

2.      Diesel generator unit: 1 pc.

LOT 2:Procurement of medical devices (defibrillator, 12 lead ECG machine, patient monitor, cardiac troponin test device for near-patient (quantitative) testing – cardiac marker analyzer, pacemaker for temporary cardiac pacing, medical suction machine – aspirator) for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council, and services covering equipment installation and staff training:

1.      Defibrillator: 4 pcs.

2.      12 lead ECG machine: 4 pcs.

3.      Medical ventilator: 2 pcs.

4.      Patient monitor: 10 pcs.

5.      Cardiac troponin test device for near-patient (quantitative) testing – Cardiac marker analyzer: 1 pc.

6.      Pacemaker for temporary cardiac pacing: 2 pcs.

7.      Medical suction machine – aspirator: 2 pcs.

LOT 3:  Procurement of medical devices (cardiac ultrasound scanner) for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council, and services covering equipment installation and staff training:

1.      Cardiac ultrasound scanner: 1 pc.

LOT 4:Procurement of medical products for Interventional Radiology Unit of MI Rivne Region Clinical Hospital of Rivne Region Council:

1.      A set of diagnostic catheters: 570 pcs.

2.      Guiding catheters: 570 pcs.

3.      Coronary guidewires: 580 pcs.

4.      Angioplasty balloons: 420 pcs.

5.      Thrombus aspiration devices: 31 pcs.

6.      Microcatheter: 31 pcs.

7.      Coronary stents: 720 pcs.

3.         Fractional Bids shall not be considered and shall be rejected as nonresponsive.

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”) published in January 2011 (revised in July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5.         Interested eligible bidders may obtain further information and inspect the bidding documents during office hours from 10 a.m. to 5 p.m. local time at the address given below.

6.         A complete set of bidding documents in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of:

- 39.20 (thrity-nine US dollars 20 cents) for mailing the Bidding Document abroad;

- 271.60 UAH (two hundred seventy-one hryvnias 60 copecks) for mailing the Bidding Document within Ukraine.

All bank charges in connection to the deposit shall be charged to the Bidder.

Bidding Documents shall be delivered by courier mail or handed over to Bidders’ representatives at the address indicated below.

 

7.         Qualification requirements shall include the following:

(i) evidence of the absence of arrears owed to revenue bodies (applies to local bidders);

(ii) at least five (5) years of experience of similar goods production;

(iii) successful execution of at least 2 (two) contracts of supply, installation and support of similar medical equipment over the past 5 (five) years, each contract amount being equal or greater than:

LOT 1: 1,000,000 (one million) US dollars.

LOT 2: 400,000 (four hundred thousand) US dollars.

LOT 3: 100,000 (one hundred thousand) US dollars.

LOT 4: 900,000 (nine hundred thousand) US dollars.

As part of the bidding documents, the Bidders are required to furnish documents confirming their Bid's compliance with technical, qualitative, quantitative and other requirements for the procurement item set by the Client.

8.         Bids must be delivered to the address below on or before February 27, 2017, 11 a.m. local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below.

9.         All bids must be accompanied by a Bid Security. The amount and currency of the bid security shall be:

LOT 2:7,500 (seven thousand five hundred) US dollars

LOT 3: 2,400 (two thousandfour hundred) US dollars
