Zaporozhye doctors study a new financial mechanism

Thanks to the adoption by the Government amendments to the Resolution № 228 "On approval of the drafting, review, approval and basic requirements for the implementation of estimates of budgetary institutions", heads of medical institutions got the flexibility to use their budget effectively , identifying priority expenditures and reallocate funds between articles. To this issue was devoted  a training seminar for heads of primary health care. The event was held December 27, 2016 as part of a cycle of thematic improvement "Modern aspects of management in public health" implemented jointly Zaporozhye State Medical University, Department of Health ZODA and German International Cooperation (GIZ) GmbH, with the support of regional common sub-project of the Ministry of health and World bank project "Improvement of medical care to patients with diseases of the circulatory system." Tamara Boiko, a consultant on financial management of Zaporozhye sub-project  introduced the audience to the new order of financing reduced the classification of expenditure on medical institutions that funded budget, regardless of the type of care provided by such an institution, and with what level of budget is funded. The new model provides financial security efficiency and effectiveness of budget expenditure autonomy to healthcare institutions and transform them into state, municipal and non-profit enterprises, creating conditions for competition. Also during the seminar was discussed the establishment of the National Agency for Health and implementation of state guaranteed package of health services.
