Serving People Improving Health Project

Loan No: No.8475-UA

 

Contract Title: Procurement of equipment as per the PHC center outfit list

Reference No. (as per Procurement Plan): №  NCB 2.1.2

 

1. The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, No.8475-UAand intends to apply part of the proceeds toward payments under the contracts for Procurement of equipment as per the PHC center outfit list. Bidding process will be governed by the World Bank’s rules and procedures.

 

2. The Health Department of Zaporizhzhia Oblast State Administrationnow invites sealed bids from eligible bidders for the following Procurement of equipment as per the PHC center outfit list:

LOT1:

1. Examination couch- 759pcs.

LOT2:

1. Desk with a chest of drawers- 1856pcs.

2. Bookcase- 1652pcs.

3. Wardrobe– 936 pcs.

LOT3:

1. Office chair on casters– 996pcs.

2. Office chair on legs – 2954pcs.

 

3. Bidders may bid for one or several lots, as further defined in the bidding document for complete list of items within each lot only. Partial bids will not be considered and will be rejected as non-responsive.Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

 

4. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants  dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

5. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10:00 to 17:00 hoursat the address given below.

 

6.A complete set of Bidding Documents in Ukrainian may be received by interested bidders for free subject to submission of a written Application to the address below.Authorized representatives of the Bidders may receive the Bidding Documents at the office of Sub-Project Management Unit at the address below  or by method of courier delivery upon condition that this service shall be made payable by the appropriate bidder directly to the providing delivery agents.

 

7. Qualifications requirements include: (i) absence of deferred debts to tax authorities; (ii) At least five (5) years of experience in manufacturing similar goods for each lot; (iii) Successful completion of not less 3 (three) contracts similar to the proposed during last 5 (five) years for the general amount:

Lot 1: in amount not less than 3 000 000 Ukrainian Hryvnia,

Lot 2: in amount not less than 10 000 000 Ukrainian Hryvnia

Lot 3: in amount not less than 3 000 000 Ukrainian Hryvnia.

Qualification of the Bidders submitting bids for several lots will be assessed on a cumulative basis.

8. Bids must be delivered to the address below on or before 15:00 local time
on February 9, 2016.Electronic bidding will not be permitted.Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below. 

9. All bids must be accompanied by a Bid Security. The amount and currency of the bid security shall be:

LOT 1: 60000 (sixty thousand) Ukrainian Hryvnia

LOT 2: 150000 (one hundred fifty thousand) Ukrainian Hryvnia

LOT 3: 60000 (sixty thousand) Ukrainian Hryvnia.
