Financial Proposals are Opened in Vinnytsia

The competition was organized within the joint project of the World Bank and the Ministry of Health of Ukraine Serving People, Improving Health and its regional component — Sub-project in Vinnytsia oblast. 4 companies have been selected to submit their technical and financial proposals to the Consultants, Goods, Works and Non-consulting Services Selection Committee.

The official opening of the technical proposals was held in August 2016.

The financial proposal, according to the approved procedure, were opened on January 30 in the conference room of the Health Care Department of Vinnytsia Oblast State Administration. Two foreign companies participated in this part of the competition: Consortium of companies of DELTA Project Consult GmbH (Austria) and EPTISA Servicios de Ingenieria, S. L. (Spain).

Financial proposals were opened with the participation of the members of the Selection Committee: Olena Zhytanska (Deputy Director of the Health Care Department of Vinnytsia OSA), Volodymyr Fedyk (Chief Specialist of Accounting, Reporting, and Resource Support of the Health Care Department of Vinnytsia Oblast State Administration), Ihor Kravets (Director of the Capital Construction Department of Vinnytsia City Council), Alla Bryl (Head of the Regional Center for Technical and Financial Supervision of Health Care Facilities), Vasyl Zhelezniak (Director of the Municipal Institution Information and Analytical Center for Medical Statistics in Vinnytsia oblast).

‘Evaluation of opened financial proposals is in progress. According to the rules of the World Bank, the successful bidder will be selected on the quality of proposal and cost of services basis,’ said Oleksii Smirnov, Procurement Consultant of the World Bank regional Sub-project in Vinnytsia oblast.
