Contract Title:Automobiles for specimen collection, mobile ambulatories
Reference No.(as per Procurement Plan): № ICB 7.1.4
1. The Ukraine has received financing from the World Bank toward the cost of the Serving People Improving Health Project, No.8475-UAand intends to apply part of the proceeds toward payments under the contracts for Automobiles for specimen collection, mobile ambulatories.Bidding process will be governed by the World Bank’s rules and procedures.
2. The Department of Health of Poltava Oblast State Administration now invites sealed bids from eligible bidders for automobiles for specimen collection, mobile ambulatories as follows:
LOT 1:Automobiles for specimen collection — 35 pcs.
LOT2:Mobile ambulatories – 7 pcs.
3. Bidders may bid for one or two lots, as further defined in the bidding document for complete list of items within each lot only.Partial bids will not be considered and will be rejected as non-responsive.Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10:00 to 17:00 hours at the address given below.
6. Acomplete set of bidding documents in English or Ukrainian may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 50.00 oran equivalent amount in Ukrainian Hryvnia.The method of payment will be direct transfer to specified banking account:

All banking charges and fees related to the bank transfer shall be for bidder’s account.
The document will be sent by mail/airmail or handed to the Bidder’s representative at specified address.
7. Qualifications requirements include:
(1) At least three (3) years of experience in manufacturing specialist medical automobiles for each lot;
(2) Successful completion of at least 2 (two) similar contracts for each Lot in the amount that is equivalent or more than:
Lot 1:in amount not less than 760,000 US Dollars in the period of 2014 to 2017,
Lot 2:in amount not less than 1,080,000 US Dollars in the period of 2014 to 2017.
No preferencewill be given to local manufacturers.

8. Bids must be delivered to the address below on or before 11:00local time
on28 September 2017.Electronic bidding will not be permitted.Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.
9. All bids must be accompanied by a Bid-Securing Declaration.
