ІІІ Session of the "School of a Successful Health care Manager 2017"

Day 1
It is the third time that the Health care Department has already initiated the "School of a Successful Health care Manager 2017" through the support of the "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Subproject under the joint World Bank's and the Ministry of Health of Ukraine "Serving People, Improving Health" Project. The German Society for International Cooperation (GIZ), specifically via the U-LEAD Project which is aimed at implementing the decentralization reforms in Ukraine, was the co-organizer of the event.
We would like to remind that 30 heads of health care facilities attended the "School of a Successful Health care Manager 2017" (SSHCM-2017) as a result of a highly competitive selective process. These were head physicians and their deputies at the oblast, municipal, and district levels, as well as those from the rural outpatient units.
The third session was launched on September 14 at the Vernygora recreation and health centre (the village of Modrychi, Drohobych district).
"We continue our creative educational project: SSHCM-2017. This is our final third session. This time it will be even more interesting, more intensive, and more active; there will be surprises. What is most important is that we invited trainers of a highly advanced level. After all, bringing up managers of new quality is an incredibly complex and at the same time an interesting and creative process", - stated Iryna Mykychak, the Head of the Health care Department, during her opening speech devoted to the launch of the School.
The T-shirts with the logo of the SSHCM-2017, which were presented to all of the participants, turned out to be a real surprise from the organizers.
The "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Subproject Coordinator, Khrystyna Pak, and the Advisor on Decentralisation in Health Care Sector of the Regional Hub of Western Ukraine
under the U-LEAD with Europe Program, Halyna Hrechyn, added their words to welcoming the participants of the School, and stated: "We are on the brink of new achievements, therefore strive to obtain new experience and new knowledge, and apply these successfully in your work".
The Health Financing and Primary Health Care Consultant, Tatjana Trupec, demonstrated the implementation of the healthcare reform on the example of Croatia. In Croatia, the country with the population of 4.3 mln. people, there are 65 hospitals, 2 300 family physicians, 110 laboratories, 1200 pharmacies, and 1 public insurance facility. Expenditures on health care account for 722 dollars per capita, while 7,8% of GDP is spent on health care. "Our strategic priorities include informatization and e-health, strengthening and better use of human resources, capacity building associated with managerial skills, reorganizing the structure and functioning of the HCFs, promoting quality, enhancing prevention-related activities, preserving financial stability, and cooperation. There is a mandatory insurance coverage provided by one insurance company. Three thousand medicines are provided free of charge, i.e. 95% of medicines are covered by the government. Out of 4.3 mln. people, 3.5 mln. have additional insurance coverage."
The Health Financing and Primary Health Care Consultant, focused on contracting and payments for health care services, on the role of a family physician, on that of a pediatrician, and that of the primary care centre. By the way, primary care in Croatia is provided by 30% of public and by 70% of private doctors.
Tatjana Trupec demonstrated the notion of leadership as an example of inspiration to the participants of the School, having dividing them into groups. Each team determined the difference between the managers and leaders. In addition, a survey was conducted among the participants on the subject of the leadership style, including the self-evaluation associated with leadership.
"Adjust the style to the situation, not the opposite. Pay attention to positive attitude, motivate employees, and reward!", - concluded Tetjana Trupec.
Natalia Shalenna, associate professor in the Department of International Relations and Diplomatic Service of the Faculty of International Relations at the Ivan Franko Lviv National University, shared her knowledge on the art of holding negotiations and the etiquette of protocol. The participants of the School got familiarized with the basic rules of the etiquette associated with business communication, with the rules of successful negotiations, with the stages of the negotiation process, and with the rules of holding an expedient discussion.
After the training sessions, an evening discussion on the topic of “What will a hospital be like in future (in 10 years)?” was hold under the supervision of the moderator, Zoriana Chernenko, Doctor of Legal Science, Associate Professor at the National University of "Kyiv-Mohyla Academy" and at the Bogomolets National Medical University.
This is how the first day of the School ended: in a wonderful company and with the knowledge gained.
Day 2
The second day of work in the School began with training led by MD, professor, rector of the private dentistry academy, Yaroslav Zablotskyy, who shared the recipe for his success. "First, the value, and then the price. For us, service simply means care for a person who, by virtue of circumstances, has become a patient."
Andriana Malska, assistant in the Department of Propaedeutic Pediatrics and Medical Genetics of the D. Halytsky LNMU, spoke about a doctor as a fundraiser and about philanthropy in medicine. Fundraiser is a specialist in fundraising for non-profit (public) organizations. In Ukraine, this specialty is quite new, and there are almost no people practicing it professionally. The organization of fundraising involves the search for potential sources of funding. The lecturer focused on the main means of conducting successful fundraising. "It is important to be able to write and submit projects competently, because 90% of success depends on the teamwork. We organize special fundraising events, such as charity evenings, auctions, concerts, sports competitions. An example of this was a marathon for charity - Happy kilometer, where 44 thousand UAH were gathered for the needs of a hospital. It is always necessary to do more than what is required, then the result will always be positive."
The participants of the School had an opportunity to get introduced to the work of the "Modrychi" rehabilitation centre, which was established on the basis of the Vernygora recreation complex. There, a team of specialists is oriented towards the maximum outcome in each direction of specialization: spinal and craniocerebral injuries, intervertebral hernia, stroke, endoprosthetics, cerebrovascular diseases. Medical managers highly appreciated the possibilities offered by the recreation centre.
Myroslava Pryhoda, Ukrainian publisher, pedagogue, associate professor, PhD in philological sciences, continued training, on the topic of "Well, that would seem the word …" That was the second time that the attendees listened to useful and practical information of this trainer; the managers raised very important and up-to-date questions.
Olena Khytrova, legal expert of the Ministry of Health, conveyed information to the managers as to how to autonomize a hospital; she spoke about the opportunities and the risks associated with that process. In particular, she drew attention to the legal grounds for the autonomy of hospitals, the possibilities to become a communal enterprise and how, in doing so, to improve the quality of medical care. She described the ways of transformation, the threats, and how to use the opportunities associated with autonomy for the development. The second part of training was devoted to the reform of the funding system: how the primary, secondary, and tertiary medical care will be funded. Some issues were related to hospital districts and to new protocols.
At the end of the second day of the third session of the SSHCM-2017, a discussion took place on the strategy of the clinic development using the example of the National Children's Hospital OKHMATDYT. This was very important experience, along with the master-class from a bright speaker, Kateryna Bulavinova.
Day 3
The third day of the autumn session of the School was devoted to communication. Dmytro Simansky, an expert in the field of communication, conducted master-classes on the proper holding of interviews, debates, public speeches, and panel discussions. There was constant work held in groups. Subsequently, the participants demonstrated their knowledge and skills. Already the first hours of work have shown striking changes and achievements. Strict, but fair Dmytro Simansky, acknowledged the significant progress made by the teams.
Throughout the day, the trainer set up holding an interview under the specific plan; he taught about the art of controversy and discussion.
The participants had an opportunity to feel as experts on various topics in the talk show, while the managers felt as spectators; they were lavishing difficult and, at the same time, interesting questions.
"Success of a person in one's life, one's relationship with other members of society depend on the ability to communicate. Communication is an extremely important tool for the change, without which one cannot move forward", - stated Dmytro Simansky.
