No Risk Groups: Optimistic Forecasts for Vinnytsia Cardiac Center

To reset the risk group to zero, which already includes 3,200 citizens with serious heart and blood vessel disorders, is a priority objective of the investment Sub-project Oblast level services improvement in Vinnytsia oblast, aimed at improving the quality of medical care and treatment of cardiovascular diseases. While its active phase is under preparation, due to co-financing from the municipal and regional budgets, we have managed to examine thousands of patients from the dangerous group and to stent, in the indicated cases, one critical vessel of each patient free of charge. During 2015-2017, expenditures amounted to 10 million UAH.
Not to list the patients under the risk category and in order to deploy a large-scale prevention campaign, it is planned to supply sufficient quantities of consumables for accurate and early diagnosis of cardiovascular diseases to Vinnytsia Cardiac Centers by 2020. Consequently, on 5 October, in the Press Center of the Health Care Department of Vinnytsia Oblast State Administration, the bids were opened under the ICB (international competitive bidding) procedure for the supply of consumables for treatment at the Cardiac Center.
‘Given the deadline for the submission of bids, we have 6 companies participating in the bidding process. In fact, the bidding will be held according to the rules and procedures of the World Bank.’ Olena Zhytanska, Deputy Director of the Health Care Department of Vinnytsia Oblast State Administration, Deputy Chairman of the Consultants, Goods, Works and Non-consulting Services Selection Committee of the Sub-project Management Unit said during the public bid opening.
Company that have submitted their bids are BALTON Sp.z.o.o. (Poland), AMARCORD Ltd. (Ukraine), LUDMILA-PHARM LLC (Ukraine), ILATANMED LLC (Ukraine), KANDIA LLC (Ukraine) and EUROMEDTECHNIKA Ltd. (Ukraine).
‘Bids are related to 7 lots (goods groups). In accordance with the rules of the Sub-project, evaluation will take place for each lot separately,’ Volodymyr Fedyk, Chief Specialist of Accounting, Reporting and Resource Provision of the Health Care Department, Secretary of the Committee added. ‘The successful company will be announced before the end of the year.’
Just to remind, last September, 6 companies that participated in the bidding process for the supply of equipment for the Cardiac Center and other medical facilities were announced.
‘High-end equipment in combination with modern consumables will certainly contribute to the achievement of the main objectives of the Subproject — availability of high-quality health services for all people,’ Oleksandr Shysh, Director of the Health Care Department of Vinnytsia City Council. Summarized. ‘And Vinnychyna also clearly demonstrates the possibility of co-financing from the regional and municipal budgets, as few yet important life savings are obvious.’
