Working visit of the World Bank’s specialists to Dnipropetrovsk oblast

On the 8th of September, 2015, specialists of the World Bank and the Ministry of Health Care of Ukraine paid a working visit to Dnipropetrovsk within the framework of implementing the Serving People, Improving Health Project.They participated in a meeting with the executives of Public Health Care Department of Dnipropetrovsk Oblast State Administration, with the Deputy Head of Dnipropetrovsk Oblast State Administration – Mr. Oleg Kuzhman, and in a working session of sub-project management unit, the heads of regional health care and treatment institutions and Head of the Chair of Health Care Organization and Management of Dnipropetrovsk State Medical Academy and with Head of Regional Office for Reforms Implementation Support in Dnipropetrovsk oblast. The aim of the visit was to work on the practical issues of commencement of the project implementation, recruitment of the group of consultants and its management.

Serving People, Improving Health project is financed at the expense of the International Bank for Reconstruction and Development, as well as by co-financing with funds of the local budgets.

Cardiovascular diseases account for almost 65% of mortality cases among oblast population.Therefore, one of the project’s paramount objectives is improving the efficiency of cardiovascular and cerebrovascular diseases prevention and treatment through improvement of primary health care and boosting the efficiency of emergency care for individuals, suffering from such diseases, by creating the emergency health care desks at the multi-field hospitals in the cities of Dnipropetrovsk, Kryvyj Rih and Pavlohrad.

In May 2015, Head of Dnipropetrovsk Oblast State Administration signed the subsidiary agreement between the Ministry of Health Care of Ukraine and Dnipropetrovsk Oblast State Administration regarding implementation of the Support to Health Care Reform in Dnipropetrovsk oblast sub-project.

In order to start implementation two decrees have been issued on the sub-project management unit and on the Commission for selection of consultants, goods and non-consulting services; also 3 protocol meetings of sub-project management unit have been conducted.

The amount of the World Bank's loan, allocated for Dnipropetrovsk oblast, is $40 million; the amount of co-financing at the expense of the local budgets of various levels is $15 million.

During the meeting, Paolo Belli, Head of the working group, expressed his gratitude to Dnipropetrovsk Oblast State Administration for their support to the project and for the relevant preparation work done.As of today, the design estimates have been prepared for 11 ambulatories of the cities of Kryvyj Rig and Dnipropetrovsk, as  well as for 3 emergency medical care desks of multi-field hospitals in the cities of Dnipropetrovsk, Kryvyj Rig and Pavlograd; the list of required medical equipment to be installed has been defined too.

Health care representatives of Dnipropetrovsk oblast told the guests about the achievements and expertise gained over the course of implementing the pilot project for health care reform and assured that this valuable experience would contribute to successful implementation of the project.

Mr.Oleg Kuzhman, Deputy Head of Dnipropetrovsk Oblast State Administration, Mr. Viktor Shafranskyi, Deputy Minister of Health Care of Ukraine and Paolo Belli, Head of the working group, held the press-conference for Dnipropetrovsk mass media, whereby they stressed that the World Bank’s project would contribute to the improvement of the health care provision to the oblast population and promote the treatment of cardiovascular diseases.
