Subproject “Support to health care system reform of Dnipropetrovsk oblast”
Assignment name:Holding of pollings with further data processing; Holding public opinion surveys for the year 2018.
Assignment number (insert reference number as per procurement plan):CQ – 1.3.1.2.
The Government of Ukraine received from the International Bank for Reconstruction and Development a Loan to finance Project Serving People, Improving Health and intends to use part of this Loan to pay for consulting services.
Consulting services (hereinafter Services) shall include, but not be limited to:
conducting a survey (using in-depth interviews method) among the population of Dnipropetrovsk oblast for the year 2019 for the year 2018,for (і) defining the level of public awareness of the treatment and prevention of CVDs, attitude towards medical workers and (іі) discovering and studying social problems, related to healthcare and medical care, with the role of public health and capacity to work with the social framework development(Terms of referenceattached).
Approximate services provision term is 3(three) months following the Contract Signing date.
Health Care Department of Dnipropetrovsk Oblast invites eligible individual consultants (hereinafter Consultants) to express their interest in providing the aforementioned Services.Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform these Services.
Consultant’s qualification must be compliant with the following minimum requirements:
– minimum 5 years of confirmed experience (minimum 3 successfully conducted survey (one letter of recommendation from the previous clients must be submitted), survey methodology development, including sample design, survey questionnaires, conducting surveys, data input, processing and analysis;
– minimum 3 year experience in conducting medical and/or socio-demographic surveys in Ukraine or in other countries;
– confirmation of the possibility of required quality survey conduction: possibility of engaging for implementation key staff (survey manager, data collection manager, key analysts, in-depth interview moderators) with experience in the sphere of survey conduction (minimum 3 year experience).
Additional desirable requirements to Consultant:
– availability with Consultant/his staff of work experience in international organizations / international projects, related to health care system.
Interested consultants must pay attention to p. 1.9 of Selection and Employment of Consultants Guidelines under IBRD loans and IDA grants of World Bank Borrowers, approved in January 2011 (revised in July 2014) (Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers), which defines World Bank's policy as to conflict of interest.
Consultants may cooperate with other companies as joint ventures or by sub-contracting with a view to improving their qualification.
The selection of consultants is carried out according to the procedure for the selection based on qualification of the consultants that is described in Guidelines Selection and Employment of Consultants.
