Implementation of the World Bank’s project in Dnipropetrovsk oblast continues

Dnipropetrovsk oblast continues implementing the “Support to health systems reform in Dnipropetrovsk Oblast” sub-project within the framework of the World Bank’s broader “Serving People, Improving Health” project, which targets promoting the two high-priority health care areas, namely: improvement of service in the sphere of health care with special stress being put on prevention, early diagnostics and treatment of cardiovascular diseases, as well as boosting general efficiency of the health care system.

As a matter of implementing this sub-project, a number of rated activities have taken place over the course of the current year.

The network of additional ambulatories in the cities of Dnipro and Kryvyi Rih is being arranged for the purpose of improving accessibility of primary health care to the public. In this connection, the Bidding Documents for reconstruction and capital repair of 14 premises, where medical ambulatories shall be opened (3 sites in Dnipro and 11 in Kryvyi Rih) have been opened and sent to the World Bank for review and clearance.

The Bidding Documents for medical furniture and equipment to be installed at the newly deployed medical ambulatories have also been developed and further cleared by the World Bank. This procurement shall assure uninterrupted access to the blood pressure measurement, cholesterol measurements, ECG examinations, blood sugar level measurement, etc., for the purpose of early diagnostics of cardiovascular diseases.

The important goal of implementing the project is achieving the model blood pressure by patients who suffer from arterial hypertension. The achievement of model blood pressure is a complex target, which incorporates sharing by medical workers of the relevant knowledge with the patients, patients’ preferred lifestyle and their commitment to following treatment guidelines. It is the index of the scope of patients, who changed their behaviour that points to accessibility and quality of the medical care being provided on the appropriate level and ultimately results into the positive clinical indicators and convalescence. Health Care Department of Dnipropetrovsk Oblast State Administration has conducted monitoring of maintenance of the patients, who suffer from arterial hypertension by the treatment and prevention facilities in Dnipropetrovsk oblast attributable to the current period of the year 2016. The deliverables of above monitoring have been communicated to executives of health care facilities, which provide primary health care.

The conducting of PR campaign that aims at promotion of healthy lifestyle, prevention of diseases and encouragement of applying for medical aid at the early stages of disease development is an important aspect of sub-project successful implementation. The endorsement off PR campaign envisages holding of a number of benchmark sociological surveys and questionings with further informing of the broad public of their deliverables within the framework of mass media events with a view to arranging information exchanges between the medical workers, public and mass media.  In order to promote this component, the “Terms of reference for provision of consulting services, holding of pollings” have been reviewed and cleared by the World Bank’s specialists earlier in July of the current year. Request for expression of interest by the companies in conducting of this survey was published on the web-site of Health Care Department of Dnipropetrovsk Oblast State Administration and on the project web-site on August 04, 2016.

For the purpose of arranging the network of hospitals that shall be providing high-quality medical aid to the patients with complications of cardiovascular diseases on the secondary level, taking into account up-to-date qualification and technical requirements, three intensive treatment hospitals have been determined: Municipal Enterprise “Dnipropetrovsk clinical association of emergency medical care” of Dnipropetrovsk oblast council”, Municipal Enterprise “Kryvyi Rig municipal clinical hospital #2” of Dnipropetrovsk oblast council”and Municipal Enterprise “Pavlograd municipal clinical hospital №4” of Dnipropetrovsk oblast council”, which have been selected in accordance with the selection criteria pursuant to Order # 646 of the Ministry of Health Care (audit of secondary medical aid provision). The draft Bidding Documents for reconstruction and capital repair of the above hospitals’ premises have been prepared and submitted to the World Bank for review.

Thus, Dnipropetrovsk Oblast State Administration applies tremendous efforts in order to improve health care system in Dnipropetrovsk oblast and boost the quality of medical services provided to the oblast population, by persistently implementing the “Support to health systems reform in Dnipropetrovsk Oblast” sub-project within the framework of the World Bank’s “Serving People, Improving Health” project.
