Contract Name: “Reconstruction of the ground floor of the main building of the in-patient facility to be used as a branch of emergency care and diagnostics, located at the following address:
Pavlograd city, 541 Dniprovska Str”

1. The Government of Ukraine received from the International Bank for Reconstruction and Development a Loan to finance Serving People, Improving Health Project and intends to use part of this Loan to pay under the contract for reconstruction of the ground floor of the main building of the in-patient facility to be used as a branch of emergency care and diagnostics, located at the following address: Pavlograd city, 541 Dniprovska Str”
2. Capital Construction Directorate of Dnipropetrovsk Oblast State Administration now invites sealed bids from eligible bidders for the performance of works under the following contract, which are planned to be financed with the loan funds: “Reconstruction of the ground floor of the main building of the in-patient facility to be used as a branch of emergency care and diagnostics, located at the following address: Pavlograd city, 541 Dniprovska Str”.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
Interested eligible Bidders may obtain further information from consultants of the Subproject Management Unit and inspect the bidding documents on business days from 10 am till 5 pm at the address (1).
5. A complete set of bidding documents in Ukrainian may be purchased by interested eligible bidders upon the submission of a written application to the address below (1) and upon payment of a non-refundable fee of USD 13.00 (thirteen US Dollars) (no VAT) or an equivalent amount in Ukrainian Hryvnia at the exchange rate, established by the National bank of Ukraine on the payment date.

All banking charges and fees related to the bank transfer shall be for bidder’s account.
Authorized representatives of the Bidders may receive the Bidding Documents at the office of Sub-Project Management Unit at the address below (1) or by method of courier delivery upon condition that this service shall be made payable by the appropriate bidder directly to the providing delivery agents.
6. Bids must be delivered to the address below (1) before 11 am on March 28, 2017 local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below (2) at 11. 15 am on March 28, 2017 local time.
7. All Bids must be supplemented with Bid Security worth: 540 000,00 (five hundred and forty thousand) Ukrainian Hryvnias.
Bidders may offer the Guarantee of equivalent amount in the currency of a participant’s country at the exchange rate of the National bank of Ukraine (www.bank.gov.ua) 14 (fourteen) days prior to the beginning of bidding.
