Presentation of the concept of the state program "Oncology" for 2017-2021

Important aspects of the concept of the state program "Oncology" for 2017-2021 were discussed at the Lviv Oblast-level State Cancer Treatment and Diagnostics Center.
 
Before presenting the State Program, the deputy head phydician for surgical work at the Cancer Treatment and Diagnostics Centre, Mr. Oleh Duda, presented an overview of the Cancer Treatment and Diagnostics Centre operation over the year of 2015. Thus, during 2015, 7 974 persons have been registered, of which 6664 people have received treatment; over 6,000 surgeries (6866 persons) were conducted at the Centre. A number of clinical trials with approbation of the new treatment protocols for breast cancer, lung, and  kidney cancers, melanoma etc took place at the Centre. This made it possible to receive extra-budgetary allocations for over 56 million UAH for cancer patients. During the campaign held in the Lviv oblast devoted to the detection of cervical and breast cancers, 52,000 women have underwent examination; 52 of whom were detected with cancer. Following the outcomes of the campaign on the prevention of cancer of the reproductive system in men, 10,000 men have been examined, of whom 45 were diagnosed with cancer of the prostate.
 
Dr. Orest Tril told about reforming of the approaches to fighting cancer as part of the MoH of Ukraine and the World Bank's "Preventive oncology" joint project. The Deputy head physician at the Cancer Treatment and Diagnostics Centre elaborated on the issues of the incidence icrease for breast cancer in the Lviv oblast; regardless of the age group, it ranks the first place. Over the last 30 years, the incidence rate for malignant tumours tends to grow by 2.5-3% per year. Starting with 2000 and continuing through 2015, there is an increase in the incidence rate by 28% and the incidence rate of maligant tumours is projected to  additionally increase by 25% till 2020. 
 
Since 2015 the World Bank's Subproject "Preventive oncology and the implementation of effective anti-tumor technologies in Lviv oblast" is being implemented :
 
  •  The implementation of primary measures related to preventive oncology;
  •  
  •  Creating a system of screening for cervical cancer and breast cancer;
  •  
  • Restructuring of regional offices into multi-district screening centres (Chervonohrad, Drohobych, Sambir, Stryi, Lviv);
  •  
  • Additional equipment for the Oblast-level Cancer Treatment and Diagnostics Centre for early detection and more effective treatment of cancer.
Head oncologist of the Health Care Department of the Kyiv Municipal State Administration, Mr. Dmytro Osynksyi, presented the concept of the state program "Oncology" for 2017-2020. In particular, attention was focused on the following tasks:
 
  • Organization of cancer care;
  •  
  • Improvement of the system of prevention;
  •  
  • Improving the quality of medical care;
  •  
  • Providing patients with optimal medical products;
  •  
  • Improving the process of human resources training;
  •  
  • Informative characteristics of the oncology service;
  •  
  • Organization of the scientific and research work;
  •  
  • Development and implementation of the rehabilitation measures;
  •  
  • Organization of the palliative care system.
 
The event was attended by: the Deputy Head of the Health Care Department of LOSA, Mr. Orest Sereda, head physician of the Lviv Oblast-level Clinical Hospital, Chairman of the Standing Committee on the Health Care related issues, Mr. Myhaylo Hychka, head physician of the Lviv Oblast-level Cancer Facility, Mr. Ihor Kovalchuk, head specialist in oncology at the Health Care Department of Kyiv Municipal State Administration, Mr. Dmytro Osynskyi, and district-level oncologists.
 
 
At the end of the meeting, expressing heartful thanks for the guest from Kyiv for the visit, the Deputy Head of the Department, Mr. Orest Sereda urged everyone to productive cooperation pertaining to the development of proposals for the improvement of the Cancer Treatment and Diagnostics Centre.
