Practical guidelines for physicians who carry out the evaluation of bids

Activities within the "Preventive oncology and the implementation of effective anti-tumour technologies in Lviv oblast" Subproject has reached hardly the most significant stage, i.e. the procedures of international competitive bidding for the procurement of medical equipment.

In June, the bid opening procedure pertaining to the procurement of equipment for microscope diagnostics, for colposcope diagnostics, as well as for radiological diagnostic methods is held under the Subproject. The Committee for the selection of goods, works and non-consulting services of the Subproject has defined the doctors, the experts in the field of medical equipment, for the preparation of technical specifications and evaluation of the submitted bids.

Thus, on June 1, a workshop was held, which was set up for the physicians responsible for the evaluation. The training was conducted by the consultants of the Project Consultancy Support Unit under the Ministry of Health Care of Ukraine and the World Bank's joint "Serving People, Improving Health" Project, specifically by Ms. Nataliya Khimich and Mr.Yuriy Skokliuk.

Nearly 20 physicians attended a meeting at the Health Care Department of Lviv Oblast State Administration, namely heads of the departments for computed tomography, radiology departments, head of the department of the radionuclide diagnostics, of the minimally invasive surgery department, as well as cytologists, gynecologists, and surgeons.

The participants got familiarized with the basic rules of the World Bank on the bid evaluation and regulations for fraud and corruption.

The Head of the Health Care Department, the Subproject Coordinator, Mr. Bohdan Chechotka, stressed the importance of the work that will be entrusted to the physicians and the responsibility that is connected with it, as well as the unacceptability of fraud or corruption.
