Joint practical measures of the Ministry of Health Care of Ukraine and the IBRD's Project (World Bank) on the introduction of DRG (Lviv oblast)

On June 23, 2016, a working meeting "Joint practical measures of the MoH and the IBRD's Project (World Bank) on the introduction of DRG" was held in the Department of Health care of Lviv Oblast State Administration. The purpose of the meeting was to determine the readiness of health care facilities prior to the beginning of work associated with collecting information on treated patients and the cost structure for the operation of in-patient units of the facility. Mr. Serhiy Dyachenko, Deputy Head of the State Entity "Center for Medical Statistics of the Ministry of Health care of Ukraine".
The meeting was attended by the Deputy Head of the Health Care Department of LOSA, Ms. Iryna Mykychak, by the oblast-level coordinator for the implementation of DRG, Ms. Liliya Yuhymiv, by head physicians, by the deputy head for economic affairs, by the heads of the Department of Statistics in the pilot health care facilities in Lviv oblast.
A significant increase in the level of costs allocated for the health care requires that effective ways to provide health care services at lower cost be found. In many countries, control over prices and costs allocated for the health care corresponds to the international experience.
Being a mechanism for cost management, the DRG system is one of the solutions to control prices and costs.
It should be noted that the Lviv oblast launched a new component of the World Bank's "Serving People,Improving Health" Project. Within this component, a new funding model with be introduced on the basis of 18 pilot health care facilities, which will be based on the implementation of the diagnosis-related groups systems.
Assessing the benefits of the introduction of the diagnosis-related groups system, Mr. Serhiy Dyachenko said that it makes it possible to ensure the economic motivation of a doctor, to improve the quality control of medical care provision, to perform a comparative analysis of similar services provision in different medical facilities, to justify the efficiency of resource use and, if necessary, the appropriateness of their redistribution. A list of regulations governing the introduction of the DRG system in Ukraine, a comparative table of the complexity of cases treated and the basic requirements of the WB to the preparation of the plan for the implementation of a new funding mechanism were introduced.
At the end of the meeting, Mr. Serhiy Dyachenko answered the questions of the attendees about relevant staff training, peculiarities of specific health care facilities perparation for the introduction of the diagnosis-related groups syatem, the principles of forming a model of payment for medical services, and the methods of funding.
