Contract Title: “Specialized ambulances”
Reference no. (as per the Procurement Plan):# ІСВ 7.1.8
1. The Government of Ukraine has received financing from the World Bank toward the cost of the “Serving People, Improving Health” Project and intends to apply part of the proceeds toward payments under the contract for “Specialized ambulances”.Bidding process will be governed by the World Bank’s rules and procedures.
2. The Department of Health of Poltava Oblast State Administrationhereby invites sealed bids from eligible bidders for the supply of specialized ambulances for Poltava oblast, namely:
LOT1
1. Class B specialized ambulance — 48 pcs.
2. Class B 4x4 specialized ambulance — 25 pcs.
LOT2
1. Class C specialized ambulance — 15 pcs.
2. Class C 4x4 specialized ambulance — 5 pcs.
3. Bidders may bid for one or two lots, as further defined in the bidding document, for the complete list of items within each lot.Partial bids will not be considered and will be rejected as non-responsive.Bidders wishing to offer discounts if awarded multiple contracts will be allowed to do so provided those discounts are included in the Letter of Bid.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants dated January 2011 (revised in July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.In addition, please refer to paragraphs 1.6 and 1.7 of the Procurement Guidelines setting forth the World Bank’s policy on conflict of interest.
5. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours 10:00 to 17:00 hoursat the address given below.

Interested bidders may obtain a complete set of the Bidding Documentation free of charge upon submitting a written request to the below address (1).Bidders’ representatives may receive the Bidding Documentation at the office of the Advisory Support Group at the address indicated below (1) or via courier mail provided this service will be paid for by the bidder directly to its provider, or via e-mail to the e-mail address indicated in bidder’s written request.
7. Qualification requirements include:
(1) At least 5years of experience in manufacturing and supply of specialized medical vehicles for each lot.
(2) Successful completion of at least two (2) similar contracts with the amount of each of them equal or exceeding the following:
for Lot 1 — equal to or exceeding the equivalent of USD 3 900 000,00
for Lot 2 — equal to or exceeding the equivalent of USD 1 575 000,00
No preference will be given to local manufacturers.

8. Bids must be delivered to the address below by 11:00 local time
on 4 September 2018.Electronic bidding will not be permitted.Late bids will be rejected.Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.
9. All bids must be accompanied by a Bid-Securing Declaration.
