Government of Ukraine received from the International Bank for Reconstruction and Development loan for the project ,, Improving health in the service of the people "№ 8475-UA (hereinafter - loan) and intends to apply part of the proceeds to pay for consulting services consultant in information technology sub-project in Poltava region.
Consulting services include providing customer advisory services to ensure the implementation of computer software and appropriate under the sub-project. A detailed list of services is provided in the Terms of Reference attached.
Implementing Agency invites eligible individual consultants (consultants) to expresstheir interest in providing the above Services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform these Services.
Criteria for inclusion in the short list ,, "as follows:
Mandatory requirements:
• University degree (or equivalent) in information technology;
• at least 5 years of experience in developing, deploying decentralized IT systems based on local network and Web-solutions;
• at least 3 years experience as executive manager (head of) information technology;
• Knowledge of Ukrainian laws and regulations in information technology, particularly in CISS;
• Fluent in Ukrainian, working level of English;
• Skills office applications (MS Office: Word, Excel, PowerPoint, MS Project);
Desirable:
• Experience in developing and branched introduced medical information systems in health care Ukraine
• Experience in projects financed by international organizations.
Interested consultants must pay attention to p. 1.9 Guidelines: Selection and Employment of Consultants under IBRD, IDA credits and grants by World Bank Borrowers, approved in January 2011 (revised in July 2014) (,, Management of procurement of consultants' ), which defines the policy of the World Bank's conflict of interest. The Consultant shall comply with the Bank's policy on corrupt practices and fraud.
The selection of candidates is carried out according to the procedures for the selection of individual consultants outlined in the Guidelines for the purchase of consultants.

Sub "Support health care reform in the region"
I. General information on the project
Government of Ukraine received a World Bank loan to finance the project "Improving health in the service of the people" (hereinafter - the Project). The objectives of the project is to improve the quality of health services in selected areas, with special emphasis on primary and secondary prevention of cardiovascular disease and cancer, and improving the efficiency of the health system.
The project consists of the following parts:
Part 1. Improvement of service delivery at the local level;
Part 2. Strengthening governance of the Ministry of Health;
Part 3. Project management and monitoring and evaluation.
As part 1 of the draft Poltava region provided funding for the implementation of the investment sub-project approved by the World Bank and aimed at the prevention, early detection and treatment of cardiovascular disease and improve their systems of care, including measures focused on improving primary health -sanitarnoyi assistance; combating cardiovascular diseases at the levels of primary, secondary and tertiary care.
To ensure the effective implementation of sub-project "Improving service delivery at the regional level" in the Poltava Regional State Administration creates group management sub-projects (hereinafter - HUS). As agreed during the preparation of the project and reflected in the evaluation report of the project and operational benefits of the project: "GUS headed by Deputy Chairman of Regional State Administration, who within the functional responsibilities entrusted to ensure policy in health care or Head of the Department of Health 'I Regional state administration. GUS Chairman will undertake management of HUS and bear personal responsibility for the organization and execution of tasks in the project. GUS also responsible for fiduciary oversight role that belongs to the respective region, including monitoring and review of the budgeting process, reporting and audit activities. To implement the project head HUS can use existing staff and / or consultants to engage (eg, specialists in financial management and procurement, technical expert and specialist in preventive measures, according to needs) that will work with the business unit of health issues. "
The structural unit of RSA on Health (hereinafter - Customer) intends to engage an individual consultant (hereinafter - Consultant) to provide services consultant on information technology as a part of HUS, in accordance with the Terms of Reference.
II. The purpose of the task
The purpose of this task is providing customer advisory services to ensure the implementation of computer software and the corresponding sub-project of the project.
III. scope of services
The consultant will perform the following tasks:
• software development and harmonization of relevant sub-project implementation plans in terms of Information Technology (hereafter - the IT sector), namely:
o formation of terms of reference and technical specifications;
o control / monitoring of the installation and configuration of computer and software;
o setting up telecommunications between participants of sub-projects;
o Comprehensive implementation of information security (hereinafter - CISS);
o providing software and technical support of software and hardware and telecommunications systems in health care institutions throughout the term of the sub-projects;
• coordination and monitoring of the artist and the customer for all components of the IT sector, including the development of terms of reference and technical specifications, construction documents;
• software development package of tender documents concerning the IT sector;
• monitoring the compliance of hardware and software standards and protocols Suppliers district level eHealth;
• continuous monitoring of quality and installation of equipment in the data center and health care;
• quality control training to work with the information system;
• organization and control over the trial operation of information systems;
• quality control of operational documentation information system;
• organizing and monitoring the implementation CISS;
• ensure coordination and cooperation HUS centered eHealth, eHealth cluster implementation coordinator and consultant HKPP HKPP coordination with the introduction of DRG hospitals in certain regions;
• readiness assessment and approval of the final completion of the implementation of software and information systems in health care in the appropriate sub-projects;
• thoroughly read and strictly comply with this task as part of the sub ideology concept of information health approved by the Ministry of Health of Ukraine, the decision of the Coordination Council for Informatization Ministry of Health of Ukraine, as well as the Action Plan for the implementation subcomponent "eHealth" Ministry of Health of Ukraine approved and endorsed by the World bank;
• Coordination and cooperation with the coordinator of the introduction of the cluster to provide eHealth HKPPDocument Management Information System sub relevant information eHealth cluster accordance with the procedures and rules ISUD.
• preparing regular reports on the progress of work in the IT sector sub-projects; Variance Analysis of implementation plans, risks and proposed measures to minimize them;
• participation in the Commission for the selection of the customer to inform and provide technical expertise and conclusions;
• Customer advisory support to effectively implement the IT component of the respective sub-project.
IV. Time and place of work
The consultant will provide services for the contract to date June 30, 2018 or such other period as the parties will be resolved at the conclusion of the contract.
Service delivery will be based on partial employment. With the consultant will sign a contract with hourly form of payment at a rate agreed when signing the contract.
The place is the city of Poltava, Ukraine. There are trips to the region and Ukraine.
V. Terms of the assignment
Consultant within the job will submit to the heads of departments State Administration on health and work under the operational leadership consultant implementing eHealth HKPP cluster.
With the consultant will sign a contract with hourly payment form (standard form of agreement of the World Bank). The consultant will work hourly.
Customer Consultant will provide workplace, including equipment needed to perform the tasks (office equipment, communications (phone, fax) PC and Internet access, consumables and office supplies).
Customer Consultant provides facilities to perform his / her duties and responsibilities and provides information needed to perform tasks.
Customer Consultant will report 48 hours before the start of the task.
VI. Reporting requirements
Within 10 days of the end of each month to provide the Customer Consultant reports on the services provided in the form prescribed by the Customer. Monthly report should briefly describe the measures implemented, results achieved and the available material.
Reports must be prepared in a manner suitable for reading and understanding the customer.
Consultant at the request of the customer must submit a report card or any other document in accordance with the instructions of the Coordinator for counting time spent by the Consultant tasks.
VII. Qualifications for Consultant
Mandatory requirements:
