Contract Title:  “Computer hardware and software, network hardware, access control system, uninterruptible power supply system, air conditioning system, office equipment for the Data Center and health care facilities, and maintenance support of all kinds of equipment”.

1.        The Government of Ukraine received a loan No.8475-UA from the International Bank for Reconstruction and Development for funding the Project Serving People, Improving Health. A part of the funding shall be allocated for payments under the Contracts for the procurement of computer hardware and software, network hardware, access control system, uninterruptible power supply system, air conditioning system, office equipment for the Data Center and health care facilities, and maintenance support of all kinds of equipment. Bidding will be conducted pursuant to the World Bank rules and procedures.

2.        Health Department of Rivne Region State Administration now invites sealed bids from eligible bidders for supply of the following item:
 

3.        Minimum qualification requirements, inter alia, shall include the following:

1. At least five (5) years of experience of similar goods production and/or supply (please provide documents evidencing the date of state registration, economic activities according to the National classifier of types of economic activities of Ukraine (KVED) and experience).

2. Successful execution by the Bidder of at least two (2) contracts of similar goods supply with the amount of each of them equivalent to or exceeding 260,000 (two hundred and sixty thousand) USD over the period of 5 (five) years.

4.        Bidders must submit bids for all line items under this bidding process. Fractional Bids shall not be considered and shall be rejected as nonresponsive.

5.        Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”) published in January 2011 (revised in July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

7.        A complete set of bidding documents in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of:

- for resident companies: 176 hryvnias 40 kopecks (176.40 UAH).

- for non-resident companies: 25 US dollars 20 cents (25.20 USD).

      All bank charges in connection to the deposit shall be charged to the Bidder.

8.        Bids must be delivered to the address below on or before 11 a.m. Kyiv time, August 1, 2017. Electronic bidding will not be permitted.  Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on August 1, 2017 at 11:10 a.m. Kyiv time.

9.        All bids must be accompanied by a Bid Security of:

5,000 (five thousand) US dollars or an equivalent amount in the currency of the Bid at the exchange rate of the NBU (www.bank.gov.ua) as of July 17, 2017. The Security shall be furnished in the form of a Bank Guarantee. All other forms of Guarantee shall not be acceptable to the Purchaser.
