Vinnytsia Subproject: Objectives for 2017

First movements toward optimization of the patient route to a medical institution and the objective of reducing mortality from cardiovascular diseases - these objectives were set for medical institutions of the region at the workshop held on 25 April 2017.

Status of the Subproject implementation and objectives of medical institutions set for 2017 were discussed in the Hall of Vinnytsia Regional Clinical hospital named after M. I. Pyrohov. The meeting was attended by experts of the Health Care Department of Vinnytsia Oblast State Administration, Deputy Chief Physicians of Central Regional Hospitals (CRH), District Hospitals of Intensive Treatment (DHIT), Routine Treatment Hospitals (RTH), Territorial Medical Associations (TMA), PMCC, regional cardiologists and physicians. The discussion was joined by chief specialists of the Health Care Department of Vinnytsia Oblast State Administration - Svitlana Shvydiuk, Volodymyr Fedyk, and Serhii Shershun, a freelance specialist in the specialty Cardiology.

          The meeting participants reviewed the analysis of the Subproject implementation in part of the routine examination of the 1st priority patients from the register of cardiovascular diseases. Measures to improve the selection of these patients were proposed and the need for improved communication between treatment-and-prophylactic institutions of the region and Vinnitsa Regional Clinical Center for Treatment and Diagnostics of Cardiovascular diseases was outlined.

Positive changes in the provision of medical care to patients with cardiovascular diseases are associated with the reorganization of the Disaster Medicine Division (establishment of a telemetry unit) and active implementation of full-time remote ECG consultations on site. In addition, over the past year, the educational activity among the population and medical personnel of Vinnytsia oblast related to the patient route in acute cardiovascular diseases has significantly improved.

Among the priorities of this year, there are, inter alia: elaboration of a reimbursement mechanism for antihypertensive drugs for patients with arterial hypertension, layouts of the administrative-territorial optimization of medical care for patients with cardiovascular diseases, further resources allocation to PMCCs in accordance with the lists of the equipment, preparatory work for screening for factors of cardiovascular diseases in Vinnytsia oblast. The investment Subproject aimed at improving medical care for patients with cardiovascular diseases includes the construction of a new modern cardiac center, further elaboration of the patient route and large-scale information campaign that aims to raise citizens' attitude toward their own health and lifestyle.
