Sub-project in Vinnytsia oblast "Oblast level services improvement" in Vinnytsia oblast, aimed at improving the quality of medical care and treatment of cardiovascular diseases"

Assignment Title: Information campaign (TV, radio, press, Internet)

Reference No. (as per Procurement Plan): CQ-5.3.3

The Government of Ukraine has received financing from the World Bank to implement Serving People, Improving Health Projectand intends to use a part of this Loan for payment of consulting services of a company pursuing an information campaign(television, radio, press, Internet) under a Contract with the Health Care Department of Vinnytsia Oblast State Administration.

The objective of the consulting services is to ensure the improvement of awareness of:

- oblast population as to the symptoms of cardiovascular diseases, first-aid actions in acute conditions, risk factors and prevention of cardiovascular diseases, advanced technologies in diagnostics and treatment, etc.;

- medical staff as to risk factors and prevention of cardiovascular diseases, algorithm of medical care provision to patients with acute coronary syndrome, clinical protocols and reduction of the route of cardiovascular patients, etc.

The objective of the information campaign is timely and effective provision of information to the population of the Vinnychyna on the key stages of the Subproject; change of the public healthy lifestyle behavior; developing a new model of medical care in the consciousness of people.

The consulting services (“the Services”) inter-alia include:

·         design of the Subproject brand;

·         development of the strategy and tactics of the information campaign and its creative concept;

·         development of the media-plan of the information campaign;

·         design of artworks of printed products;

·         production and distribution of information products through respective mass media of Vinnytsia oblast (television, radio, press, Internet);

·         creation and optimization of the web-site of Vinnytsia Regional Clinical Center for Treatment and Diagnostics of Cardiovascular Diseases;

·         design of logo and brand-book;

·         monitoring and assessment of the information campaign, development of recommendations.

Estimated period of Services delivery – 3 (three) years from the date of the Contract signing.

Health Care Department of Vinnytsia Oblast State Administration herebyinvites eligible Consultants to indicate their interest in providing the above Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should respond to the following minimum qualification requirements:

Eligibility requirements:

·         be a legal entity and have at least 5 years of proven experience in marketing, particularly in:

-       media planning;

-       video-, audio-production and distribution of tele-radio products (themed programmes, interviews, themed plots, advertisements);

-       artwork design;

-       web-site creation, optimization and promotion;

-       logo and brand-book design;

-       article, post, message writing and publishing in printed and electronic mass media;

-       posting information materials on internal and external advertising media.

·         proven experience in successful implementation during the last 3 (three) years of at least 2 (two) advertising / PR-campaigns of the oblast level exactly that include development of a media plan; production and distribution of tele-radio products; article, post, message writing and publishing in printed and electronic mass media; artwork design; posting information materials on internal and external advertising media.

           Preferable requirements:

·         experience in advertising or PR-campaigns in the context of cooperation with international / national / regional social projects will be considered as an advantage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers issued in January 2011 (revised in July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the consultant qualification (CQ) method set out in the Consultant Guidelines.
