Construction of the Cardiac Center: Companies are Preparing their Bids

On 16 November 2017, a pre-bid meeting of the Sub-project Management Unit with representatives of companies that intend to participate in the international competitive bidding for the construction of the Regional Clinical Center for Treatment and Diagnostics of Cardiovascular Diseases in the city of Vinnytsia was held in the Health Care Department of Vinnytsia OSA.

The meeting was attended by representatives of Ukrainian and foreign companies, as well as by the company that will provide consulting supervision of the construction. Consultation discussions were related to issues of funding, design documents and construction milestones.

At the pre-bid meeting, the bidders had the opportunity to review the terms of the bidding documents, visited the future construction site, and got answers to questions regarding the preparation of bids in accordance with the bidding documents. According to the bidding documents, bid opening will take place on 15 December 2017.

Bidding will be conducted in accordance with the rules and procedures of the World Bank, namely with the International competitive bidding (ICB) procedure, as defined in the Guidelines "Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers" published in January 2011 (revised in July 2014) ("Procurement Guidelines").

Just to remind, the Government of Ukraine has received Loan No. 8475-EN from the World Bank to fund the Serving People, Improving Health Project and intends to spend a part of this loan to payments under the contract for the construction of the Regional Clinical Center for Treatment and Diagnostics of Cardiovascular Diseases in the city of Vinnytsia, which is designed to provide a highly skilled inpatient and outpatient medical care to patients with diseases of the cardiovascular system.
