Contract Title:Procurement of the hardware for implementation of medical information system "Registry of individual cardiovascular risk of adult population of  Volyn Oblast, its implementation and technical support"

Reference No: NCB 6.2.3

 

1.         The  Ukraine has receivedfinancing from the World Bank toward the cost of the Serving People, Improving Health Project 8475-UA, and intends to apply part of the proceeds toward payments under the contract for Procurement of hardware for implementation of medical information system "Registry of individual cardiovascular risk of adult population of Volyn Oblast”.Bidding process will be governed by the World Bank’s rules and procedures.

 

2.         The  Health care Department of Volyn Oblast State Administration now invites sealed bids from eligible bidders for  Procurement of hardware for implementation of medical information system "Registry of individual cardiovascular risk of adult population of Volyn Oblast” as per the following goods:

1.         Database server - 2 pcs.

2.         Applications server - 2 pcs.

3.         Network Attached Storage (NAS) – 1 pc.

4.         Network switch - 1 pc.

5.         KVM Switch with LCD panel - 1 pc.

6.         UPS (type 1) - 1 pc.

7.         Server rack - 1 pc.

8.         Server operating system - license/s for 4 servers

9.         Relational database management system - 1 pc.

10.       Anti-virus software for servers - license/s for 4 servers

11.       Server room air conditioner - 2 pc.

12.       RJ-45 patch cord – 314 pcs.

13.       System unit - 304 pcs

14.       Monitor - 304 pcs.

15.       Operating system for a workstation -  license/s for 304 working places.

16.       Anti-virus software  for a workstation – license/s for 304 working places

17.       Mouse – 304 pcs.

18.       Keyboard – 304 pcs.

19.       Multi-function device - 304 pcs.

20.       Additional consumables (cartridge) for Multi-function device – 304 pcs

21.       UPS (type 2) - 304 pcs.

             22.       Power strip - 304 pcs.

 

3.       Bidders must submit their bids for whole list of positions within this bidding. Partial bids will not be considered and will be rejected as non-conforming

 

 

4.         Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers(“Procurement Guidelines”January 2011, revised July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

5.         Interested eligible bidders may obtain further information from The  Health care Department of Volyn Oblast State Administration and inspect the bidding documents during office hours 9:00 to 17:00 at the address given below (1).

 

6.         A complete set of bidding documents in Ukrainian may be purchased by interested eligible bidders upon the submission of a written application to the address below (1) and upon payment of a nonrefundable fee of  UAH 96.00 (ninety six). The method of payment will be direct transfer to specified banking account:

Bidders' representatives may obtain Bidding documents in the office of the consultation support group at the address below (1) or by a courier provided that delivery service will be separately organized by bidder and directly paid to mail agent that provides it

 

7.      Qualification requirements include: (i) absence of overdue debts to the tax authorities; (ii) at least 5 (five) years of experience in manufacturing or supply of similar goods; (iii) Successful completion of at least 2 (two) contracts for supply, installation of similar goods during the last 5 (five) years for the amount not less than:

 

300000,00(three hundred thousand) US dollars(Contracts concluded in hryvnaare considered according to NBU rate (https://bank.gov.ua/control/uk/curmetal/detail/ currency?period=daily) at the date of contract conclusion)

8.         Bids must be delivered to the address below (2) not later than on 10.00 a.m. local time on January 19, 2017.

Electronic bidding will not be permitted.Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

9.         All bids must be accompanied by a Bid Security. The amount and currency of the bid security shall be:

95,000.00 (ninety-fifth thousand) UAHor the equivalent in the currency of the bidder's country according to the Official UAH to Foreign Currencies Exchange Rate of National Bank of Ukraine (https://bank.gov.ua/control/uk/curmetal/detail/currency?period=daily) at the date of 14 (fourteen) days before the opening of the bids specified in ITB 25.1.

 

Bid Security shall be in the form of irrevocable bank guarantee. All other forms of securities are unacceptable by the Purchaser.
