Participation in World Bank seminar “Results-based management: a quick overview and application to strategic planning progresses and results frameworks” according to the “Improving Health on Servicing People” Project, 9-11 December, Lviv, Ukraine.

The seminar “Results-based management: a quick overview and application to strategic planning progresses and results frameworks” on “Improving Health on Servicing People” Project was held in Lviv on 9-11 December. The representatives of World Bank , Health Ministry and 8 provinces-Project-participants: Vinnytsya, Zakarpattya, Dnipropetrovsk, Zaporizhzhya, Poltava, Volyn and Lviv together with the representatives of medical statistics centres of the local region took part in it.
Zaporizhzhya region was presented by: Nataliya Doroshenko – a chief manager in staff and finance providing department – a chief accountant of Health State Department in Zaporizhzhya region, Miroslava Komarova – a deputy chief accountant of “The centre of financial-statistics analysis and technical providing in the institutions of Health State Department in Zaporizhzhya region, Victor Tyutyunnik a deputy chief of “The regional information- analytical centre of medical statistics” and Vladislav Ordinskiy – a consultant in managing of the sub project in Zaporizhzhya region.
The overall aim of the workshop was to enhance participants’ understanding of principal positions in results-based management, combined with practical skills in building Theory of Change, the major monitoring tools and performance measurement plan in health sector.
All the seminar members improved their understanding of LFA (Logical Framework Approach) – one of the mostly spread methods in plan management, that allows to realize very clear that the expected results are always dependent on the priorities of a certain measure and an actual activity (the results- oriented). The given method of planning, realization and estimation of the projects is used in the management of either big or small ones in different branches as well as in the sphere of health protection and is known as the official methodology of project management in such establishments as World Bank, UNICEF, USAID, TACIS etc.
Also, during the second day of the seminar (10 December) the specialists of our department took part in the working meeting with the leader of the health, education, social protection, vulnerability and conflicts programs of World Bank representatives in Belarus, Moldova and Ukraine Feng Zhao, where they discussed the questions about the current going of realization of World Bank “Improving health care in patients with cardiovascular diseases in Zaporizhzhya region”.
