Pereginets revealed the new system of health care facilities funding

The five main directions of the health care reform are in accordance to the world’s best practices and are supported by the biggest international agencies operating in this field. Particularly, this applies to the new system of health care facilities funding.

This was stated by the Deputy Minister of Health Igor Pereginets during his speech on a seminar about implementing new mechanisms of health care facilities financing, which was held by the Ukrainian office of the World Bank and Ministry of Health.

Representatives of many regional administrations responsible for the health care have taken part in the event, alongside specialists from the Ministry of Health and experts as well as consultants from the World Bank. Igor Pereginets introduced the attending audience to the key concepts of the health care reform and especially detailed the new mechanisms of payment for medical services.

Ігор ПерегінецьAccording to the Deputy Minister, Ukraine is ready to implement a specified state-guaranteed fixed package of medical services. This package will be available to every citizen of the country, regardless of their residence, according to the international principle of universal access to health care services. This package may be provided by organizations of different ownership forms - state, municipal and private. The state purchases the service package from one national provider only when and where it ensures the highest economical efficiency.

Mr. Pereginets also discussed the new role of central government and local authorities, including united local communities. The Deputy Minister described the changes in the system of collection and distribution of funds on the local level, offered by the authors of the reform. In addition he quoted one of the international experts, who noted that “sometimes the best way to invest into medicine is to invest into better roads”.

The speaker accented audience's attention on the fact that, the proposed changes synergise with the principles of efficient decentralisation and strengthening the role of the local authorities. Mr. Pereginets reminded that in Ukraine, local councils own most medical institutions, and, therefore, they remain the key players in the field of medical service. Along with that the government takes up the responsibility of funding these facilities to ensure the ability to purchase everything required for the guaranteed package of health care services.

Reform concept authors expect that the reform of health care funding will take place in three stages: beginning or preparation stage (2016-2017), implementation stage (2017-2018), and integration stage (2017-2018).
