On 31 March 2017, in the Assembly Hall of Primary Medical Care Center (PMCC) No. 1 of the city of Vinnytsia, a public hearing to discuss the draft Environmental Management Plan for the construction of Vinnytsia regional clinical center for Treatment and Diagnostics of Cardiovascular Diseases was held. Meeting participants were primarily interested in the potential impact of this construction on the environment and residents of the households adjacent to the construction site.
The construction of the Cardiac Center will be completed in 2020 within the World Bank investment subproject ‘Oblast level services improvement in Vinnytsia oblast, aimed at improving the quality of medical care and treatment of cardiovascular diseases’. It is important that the new object does not affect the ecosystem of the neighborhood and does not disturb the peace of its inhabitants.
Public hearings are a natural reflection of the social and environmental policies of the World Bank related to the population residing near the construction site. Communication with people in the implementation of any project is beneficial to both the project participants and to communities.
This issue was discussed by the public from 10 February to 10 March 2017 (according to the ad in the Vinnytska Gazeta №7). However, neither comments nor proposals were received by Vinnytsia City Council and Executive Committee.
The use of transport during the construction of the facility and its further operation will not increase the amount of emissions into the atmosphere. In fact, it will be a minor additional load to the ambient air pollution due to the proximity of the Khmelnytske Chaussee Street.
A boiler house which will operate in the territory of the Cardiac Center, will be auxiliary, working on gas, and therefore will only be used in case of a failure of the main source of heat supply.
The residents of House No. 100 in Khmelnytske Chaussee Street, present at the meeting, were interested in the issue of vibrations during the laying of the foundation. This problem can be avoided. Method of pressing will be used instead of piling and, therefore, adjacent buildings are not at risk of cracks and fractures.
‘When selecting a site for construction of the medical complex, its convenient location for the entire population of Vinnytsia oblast was taken into account. It is located in the medical area of the city in Khmelnytske Chaussee Street and is environmentally suitable for construction. The future Cardiac Center will have an inpatient department with 144 beds, a consulting and diagnostic department for 150 visits per shift, 20 places for an outpatient department, and auxiliary services required for full-time operation of the Cardiac Center. The territory of the complex will be 1.85 hectares,’ Oleksandr Yadvizhyn, Chief Project Engineer said.
