Contract Title:Procurement of medical products for secondary-level HCFs
Reference No. (as per Procurement Plan): No. ІСВ 8.2.1.2
1. The Government of Ukraine received a loan from the World Bank for funding the project Serving People, Improving Health. A part of the funding shall be allocated for the Contract for the procurement of medical equipment to be installed in PHCC, CDH, city/town and regional hospitals. Bidding will be conducted pursuant to the World Bank rules and procedures.
2. Health Department of Rivne Region State Administration invites sealed bids from eligible bidders for supply of the following items comprising theProcurement of medical products for secondary-level HCFs:
LOT 1:
1. Ultrasound scanner: 19 pcs.
LOT 2:
1. Monitor defibrillator: 19 pcs.
LOT 3:
1. 12-channel ECG machine with automatic data processing: 19 pcs.
2. Devices for combined 24-hour ECG and ABP Holter monitoring with software and 2 additional ECG recorders: 19 pcs.
LOT 4:
1. Treadmill test system: 19 pcs.
LOT 5:
1.Cardiac troponin test device for near-patient testing, D-dimer and other cardiac marker analyzer: 19 pcs.
3. Fractional Bids shall not be considered and shall be rejected as nonresponsive.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”) published in January 2011 (revised in July 2014), and is open to all eligible bidders as defined in the Procurement Guidelines.In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5. Interested eligible bidders may obtain further information and inspect the bidding documents during office hours from 10 a.m. to 5 p.m. local time at the address given below.
6. A complete set of bidding documents in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of:
- 40.00 (forty US dollars 00 cents) for mailing the Bidding Document abroad;
- 280.00 UAH (two hundred eighty hryvnias 00 copecks) for mailing the Bidding Document within Ukraine.

All bank charges in connection to the deposit shall be charged to the Bidder.
Bidding Documents shall be delivered by courier mail or handed over to Bidders’ representatives at the address indicated below.
7. Qualification requirements shall include the following:
(i) evidence of the absence of arrears owed to revenue bodies (applies to local bidders);
(ii) at least five (5) years of experience of similar goods production;
(iii) successful execution of at least 2 (two) contracts of supply, installation and support of similar medical equipment over the past 5 (five) years, each contract amount being equal or greater than:
LOT 1: 1,200,000 (one million two hundred thousand) US dollars.
LOT 2: 300,000 (three hundred thousand) US dollars.
LOT 3: 210,000 (two hundred ten thousand) US dollars.
LOT 4: 410,000 (four hundred ten thousand) US dollars.
LOT 5: 30,000 (thirty thousand) US dollars.
As part of the bidding documents, the Bidders are required to furnish documents confirming their Bid's compliance with technical, qualitative, quantitative and other requirements for the procurement item set by the Client.

8. Bids must be delivered to the address below on or before February 14, 2018, 11 a.m. local time.Electronic bidding will not be permitted.Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below.
9. All bids must be accompanied by a Bid Security. The amount and currency of the bid security shall be:
LOT 1: 30,000 (thirty thousand) US dollars
LOT 2:7,000.00 (seven thousand) US dollars
LOT 3: 5,000.00 (five thousand) US dollars
LOT 4: 10,000.00 (ten thousand) US dollars
LOT 5:700.00 (seven hundred) US dollars
or an equivalent amount in the currency of the Bid at the exchange rate of the National Bank of Ukraine (http://www.bank.gov.ua) as of day 14 (fourteen) prior to the date of Bid submission.
